1. SUBJECT
An appeal of the Traffic Commission's action approving the installation of 11 2- Hour" time
limit parking on both sides of Waverly Street from Chapman Avenue to the southerly
property lines of the commercial properties addressed to 942 and 1006 E. Chapman Avenue.
2. SUMMARY
The owner of the commercial office building at 942 E. Chapman Avenue has appealed the
December 10, 2014 Traffic Commission's approval of 2 hour parking on a portion of the 100
block South Waverly St.
13. RECOMMENDED ACTION
The City Council direct staff to take one of the following actions:
1. Uphold the appeal and direct staff not to install the "2- Hour" time limit parking,
or
2. Deny the appeal and direct staff to install the "2- Hour" time limit parking.

7. DISCUSSION and BACKGROUND
On September 10, 2014, the Traffic Commission heard a request for "2- Hour" time limit
parking on both sides of Waverly Street from Chapman Avenue to the southerly property
lines of 942 and 1006 E. Chapman Avenue. The request was initiated by Dr. Montelongo of
923 E. Chapman Avenue to provide short term on- street parking for business clients in the
area. The segment lengths on Waverly Street are 133 feet on the west side and 64 feet on the
east side providing for 10 -11 parking spaces.
The businesses in the area have limited on -site parking and need street parking for their
clients when their own parking lots are full. Staff conducted field reviews and found out the
request was substantiated. At least seven of the street parking spaces were occupied
throughout most of the business day by the same vehicles.
With these findings, staff recommended to approve the request. The Traffic Commission
though elected to continue the item to its December 10. 2014 meeting due to public input that
one of the office buildings was now vacant. The Traffic Commission directed staff to revisit
the site during the intervening months to determine if the parking problem still exists with the
office building vacancy.
Staff visited the areas several times in the months of October and November and found the
area is still heavily parked throughout the business day. The office building on -site parking
lot shared by the businesses on the west side of Waverly St. had several empty parking
spaces indicating the demand for parking is being generated outside the area.
At the December 10, 2014 meeting, the Traffic Commission heard input from local
businesses in the study area both in favor and opposed to the timed parking. After much
discussion, the Traffic Commission supported staff's recommendation and approved the
installation of the 2 -Hour time limit parking on Waverly Street.
Mr. Kent Robertson of 942 E. Chapman Avenue sent a letter dated December 18, 2014 to
appeal the Traffic Commission's approval of 2 -Hour Parking on Waverly Street.
Staff has continued to monitor the street parking demand in the study area. The observations
indicate there has been no change in the level of parking demand since December 2014.
The proponent and all residents within 300 ft. of the study area were notified of the City
Council meeting.
