i. SUBJECT
Six month review of the effectiveness and necessity of the Neighborhood Parking Permit
Program — Area U, Waverly Street from 133 and 138 S. Waverly Street to Almond Avenue.
2. SUMMARY
The City Council approved Permit Parking for Area U with a six months review and report
back to the City Council.

Policy 1.10: Apply traffic- calming measures, where appropriate, to residential
neighborhoods affected by cut - through traffic in accordance with the City's Residential
Neighborhood Traffic Management Program.
7. DISCUSSION and BACKGROUND
Residents of the City initiated a request to implement neighborhood permit parking in order
to provide residents with a reasonable expectation of parking in proximity to their homes.
The applicant circulated a petition and received enough support from the neighborhood to
present this request to the City Traffic Commission, and subsequently to the City Council.
The area requesting formation of a new parking permit program is Area U.
Area U includes both sides of Waverly Street from the 133 and 138 S. Waverly Street to
Almond Avenue and allows for 32 on- street parking spaces. The Area U permit parking
program was implemented in July 2014 after the installation of the regulatory signs and
issuance of parking permits.
On July 8, 2014, the City Council adopted Resolution No. 10802 to rescind Resolution No.
10759, and adopt a revised Master Resolution of Permit Parking Areas to include Area U.
The City Council directed staff to review the subject area after six months and report back to
them.
Since implementation, staff has routinely monitored the area to assess the effectiveness of the
parking program. Staff has observed that the parked vehicles have the required parking
permits and there are more parking spaces available since the implementation. There have
been no complaints received from the residents in the area related to the parking permits.
One letter was received from a business outside the neighborhood permit area complaining
about parking permits.
It should be noted that the office building addressed 942 E. Chapman Avenue is now vacant
and for sale. This office building and the parking impact of its tenants was identified as one
of the main reason for the approval of the permit parking on south Waverly Street.
