1. SUBJECT
Resolution No. 10841 — A Resolution of the City Council of the City of Orange Amending
the Executive Directors and Top Management Salary Resolution No. 10760.
2. SUMMARY
Resolution No. 10841 amends Resolution No. 10760, A Resolution of the City Council of the
City of Orange Relating to the Classification, Compensation, and Terms of Employment of
Executive Directors and Top Management employees. Details of this Amendment appear below
under the "Discussion and Background" section of this staff report.
3. RECOMMENDATION
Approve Resolution No. 10841.
4. FISCAL IMPACT
This action would result in an annual savings of $16,320 to the City's General Fund.
5. STRATEGIC PLAN GOAL(S)
Be a fiscally healthy community
Provide outstanding public service
6. DISCUSSION and BACKGROUND
Per City Council direction at their January 13, 2015 meeting, this action will eliminate the
section within the City's Top Management Employee Salary Resolution that provided for a
flexible benefits plan allotment for the elected "City Treasurer." Prior to this action, the City
Treasurer had been eligible to receive a contribution of $1,360 per month from the City to
provide for their health, dental, vision, and other benefits.

RESOLUTION NO. 10841
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AMENDING THE EXECUTIVE
DIRECTORS AND TOP MANAGEMENT SALARY
RESOLUTION NO. 10760
WHEREAS, the City of Orange has an existing Salary Resolution that covers
Executive Directors and Top Management Employees in effect through June 30, 2015;
and
WHEREAS, the elected position of "City Treasurer" is currently eligible for a
flexible benefits plan contribution of $1,360 per month to provide for his health, dental,
vision, and other benefits; and
WHEREAS, at their January 13, 2015 City Council meeting, the Council voted
to remove these fringe benefits for the elected City Treasurer position; and
WHEREAS, by removing this benefit for the City Treasurer, the City will be
saving up to $16,320 per year in General Fund expenses;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange that the following language contained within Section 20.B. of Resolution No.
10760 be removed:
The City Treasurer shall receive the same benefits under flexible benefits plan as
provided to employees noted as "Senior Management Team " above.
