Award of contract for Bid No. 145 -27, SP -3882; Orange Children & Parents Together Wrought
Iron Fence Installation Project located at 392 S. Hewes Street.
2. SUMMARY
Bids for Orange Children & Parents Together Wrought Iron Fence Installation Project were
received and opened on January 15, 2015. Six (6) bidders responded to the Notice Inviting Bids.
The apparent low bidder is Wolverine Fence Company, Inc., of La Habra City, CA for
$59,955.00. The engineer's estimate including 10% for contingencies and construction
engineering is $70,000.
13. RECOMMENDED ACTION
1. Authorize the appropriation of $30,000 from the unencumbered fund balance of the
OCPT (150) fund into expenditure account number 150.5028.56020.30059 (OC & PT
Various Improvements).
2. Award the contract in the amount of $59,955.00 to Wolverine Fence Company, Inc., and
authorize the Mayor and City Clerk to execute the necessary documents on behalf of the
City.

Upon appropriation, funds will be available in the following account:

16. GENERAL PLAN IMPLEMENTATION
Public Safety Element Goal 7.0 Improve community safety and reduce opportunities for
criminal activities.
Policy 7.5: Maximize security of public spaces, recreation facilities, and new development by
encouraging complementary uses that support a safe environment.
7. DISCUSSION and BACKGROUND
This project consists of removing an existing chain link fence and furnishing and installing a
wrought iron fence and one automatic access gate. This project will improve safety for the
children and staff of the Orange Children & Parents Together Pre - school located at 392 S. Hewes
Street. Orange P.D. Crime Prevention staff evaluated site security and made this
recommendation. The fence and gate will limit access to only authorized personnel thereby
improving security and protecting city assets.
This project is funded with proceeds from the lease agreement with Orange Children and Parents
Together (OCPT). The Lease Agreement with OCPT provides for OCPT to pay an annual rent
for use of the facility increasing annually for five years as detailed in the agreement. It further
provides a percentage of the rent to be set aside for future Capital Improvement Projects.
The total estimated construction cost including 10% for contingencies and construction
engineering is $70,000.00
Informal bids were advertised for three weeks, and bids were opened on January 15, 2015. Six
bids were received as follows:

Construction is scheduled to begin in late March 2015 and is expected to be completed within
thirty (30) calendar days.
