Agreement with KASA Construction, Inc. an amount not to exceed $109,830.00 for landscape
renovation and improvement services per Bid # 145 -22, Grijalva Park Exercise Circuit /Landscape
Improvement.
2. SUMMARY
This Agreement is for landscape and irrigation modifications and improvements in correlation with the
new Exercise Circuit at Grijalva Park. Funding for this work will be through the State of California
Housing Related Parks Grant (HRP) that was approved by the City Council (Resolution No. 10758).
3. RECOMMENDED ACTION
1. Appropriate $14,500.00 from additional grant revenue received from the State of California
Housing Related Parks Grant to 550.7021.56020.20185 (Grijalva Park Outdoor Exercise
Circuit);
2. Transfer $15,284.51 from 550.7021.56031.30046 (Belmont Park Shade Sails) to
550.7021.56020.20185 (Grijalva Park Outdoor Exercise Circuit); and
3. Approve the Agreement with KASA Construction, Inc. and authorize the Mayor and City Clerk
to execute on behalf of the City.
4. FISCAL IMPACT
Upon appropriation, funds will be available to cover the cost of the Agreement as follows:

511.7021.56020.20185 (Grijalva Park Outdoor Exercise Circuit) $ 3,500.77

7. DISCUSSION and BACKGROUND
Background
Grijalva Park is a heavily used park featuring a Sports Center, three soccer fields, a basketball court, a
walking/jogging track, children's play area, volleyball court and various picnic and recreation spaces.
The Park is an active facility serving community members who reside in the adjacent and surrounding
areas of Orange as well as throughout the City. Because of the considerable use by residents who
frequent the Park as a location for working out and exercise, it has been the desire of City staff to
provide an outdoor exercise circuit/area to accommodate patrons who would rather exercise at a park
than a local gym.
In October 2014 the City completed landscape and irrigation plans for the described improvements and
modifications required with the new outdoor exercise facility. In November 2014 the City advertised
publicly for these services and in December 2014 received proposals from two (2) qualified contractors.
In January 2015, the City Council approved an agreement for installation of an outdoor exercise facility
to be installed at the Grijalva Park Sport Complex. The installation of the exercise equipment does not
include irrigation, landscaping and drainage modifications and improvements that will be required to
complete this project, which will need be carried out by a separate contractor.
Discussion
The new exercise facility will be located at the flat unused grassy area west of the existing soccer field
and south of the existing basketball court (Exhibit A). The described exercise circuit will be set adjacent
to the existing walking track north of Spring Street and accessed by three (3) separate pathways. The
footprint of the exercise area and pathways is approximately 2,700 square feet. The existing irrigation
system at this location has been re- designed and will be installed to conform with this exercise project,
as well as adding new irrigation to additional planting areas that complement the new development.
Other improvements will be the addition of low water use landscape plantings, installation of a `dry
well' drainage sump, concrete edging and an accessible outdoor drinking fountain. Exhibit B provides a
conceptual design of the improvements.
City staff recommends an award of contract to KASA Construction, Inc. as the lowest responsible
bidder for the landscape and irrigation improvements at the exercise facility. The amount of the bid is

$104,600.00. A 5% contingency ($5,230.00) will be included for unforeseen conditions or issues that
may arise during the installation process. The total amount of the Agreement with contingency will be
$109,830.00.
Due to a change in the amount of the HRP Grant awarded to the City, additional grant revenue has been
awarded and will need to be appropriated. After the initial notice of award, the State's calculations
included additional housing units that were qualified and not previously included. An additional
$14,500.00 was added to the Grant award subsequent to the City Council's appropriation of the Grant
revenue. In addition, the appropriation for the Belmont Shade Sail Project exceeds the amount needed to
complete that project by $15,284.51. The additional grant revenue and the remaining balance from the
Belmont Shade Sail project are needed to complete the landscape improvements associated with the
Grijalva Park Exercise Project. Staff is recommending that the additional grant revenue be appropriated
for this project and the remaining balance from the Belmont Shade Sail Project be transferred to the
Grijalva Park Exercise Project.
Upon City Council approval and execution of the Agreement, the contractor will begin work
immediately after the installation of the new exercise equipment at Grijalva Park. The projected timeline
for completion is 22 working days.
