FY 14 Urban Areas Security Initiative (UASI) Grant: H 1 -UASI Regional Training Program -
Instructors Allocation.
2. SUMMARY:
The Anaheim /Santa Ana Urban Areas UASI has authorized a reimbursement grant award to the
Orange Police and Fire Departments in the amount not to exceed $10,347 for 2014. There is no
matching fund requirement. The goal of the UASI grant is to ensure that training programs are
delivered to accomplish core competencies and awareness levels among all first responder
regarding terrorism.
3. RECOMMENDED ACTION
1. Approve the agreement between the City of Orange and the City of Santa Ana in an
amount not to exceed $10,347 and authorize the City Manager to execute the agreement on
behalf of the City.
2. Accept into the City's revenue budget a $6,898 grant from the Anaheim /Santa Ana Urban
Areas UASI, into revenue account number 100.3023.45495.20245 (Fire Training -H1 UASI
Regional Training Program- Instructors 2014).
3. Authorize the appropriation of $6,898 into expenditure account number
100.3023.51840.20245 (Fire Training -H1 UASI Regional Training Program- Instructors 2014).
4. Accept into the City's revenue budget a $3,449 grant from the Anaheim/Santa Ana Urban
Areas UASI, into revenue account number 100.4081.45495.20245 (Police - Homeland Security
Overtime Safety -H1 UASI Regional Training Program - Instructors 2014).
5. Authorize the appropriation of $3,449 into expenditure account number
100.4081.50221.20245 (Police - Homeland Security- Overtime Safety -H1 UASI Regional Training
Program-Instructors 2014).
4. FISCAL IMPACT:
Upon appropriation, funds will be available to the cover the cost of UASI Instructor overtime as
follows:

100.4081.50221.20245 (H1 UASI Regional Training Program - Instructors 2014) $3,449

throughout the community.
Policy 8.2: Coordinate disaster preparedness with other public and private agencies.
7. DISCUSSION and BACKGROUND: 7=
The UASI Regional Training Program objectives are to ensure that training programs are
delivered to accomplish core competencies and awareness levels among all first responder
regarding terrorism. The TLO objectives are to educate first responders in the organizational
structure of the Intelligence Community, understand the roles and mission of the Orange County
Intelligence Assessment Center (OCIAC) and the Joint Regional Intelligence Center (JRIC), and
to identify domestic and international terrorist groups, ideologies, and methods for executing
terrorist acts.
The grant requires:
• The training, tuition, overtime, backfill, travel and per diem costs must be in accordance with
the City and Police Department's approved travel policies;
• Payment of overtime expenses will be for work performed by employees in excess of the
established workweek, usually 40 hours. In no case is dual compensation allowable. The
agency must have incurred the expense of paying overtime to fill a position vacated by an
employee sent to training;
• All backfill and overtime must be tracked including the emergency personnel attending the
training and the personnel backfilling the vacant position;
• All reimbursement applications must be submitted within 30 days of the training;
• The City of Orange preserves and maintains all documents, papers and records relevant to the
training costs overtime backfill travel costs per diem for a period of three years;
• The City of Orange shall provide all records and information pertaining to the grant to the
Anaheim/Santa Ana Urban Areas UASI for quarterly reports.
