1. SUBJECT
First Amendment to Agreement 6091 with ARBORPRO, Inc. to increase the total not to exceed
amount from $90,000 to $130,000 and amend the existing scope to include approximately 9,500
additional trees under the responsibility of the Community Services Department.
2. SUMMARY
First Amendment to Agreement for consultant services to extend the scope of services in the
Agreement for development of a Global Positioning Satellite (GPS) based tree inventory and
management program of all City trees including those managed by the Community Services
Department. The Community Services Department manages and maintains approximately 9,500
trees. The inclusion of these trees in the inventory, in addition to those already included and
managed by the Public Works Department, will greatly enhance the City's ability to manage the
City's comprehensive tree inventory.
13. RECOMMENDED ACTION
Approve the First Amendment to Agreement 6091 and authorize the Mayor and City Clerk to
execute on behalf of the City.

17. DISCUSSION and BACKGROUND
The City's Department of Public Works (DPW) received a grant through Cal Fire to help fund a
Global Positioning Satellite (GPS) based tree inventory of the City's street trees as part of its
urban forest. DPW subsequently went out to bid for the service and the City Council awarded a
contract to ArborPro, Inc. on April 8, 2014. This inventory will be integrated and managed as
part of the City's Geographical Information System (GIS). The urban forest inventory system
will greatly enhance the City's ability to track and manage the City's street tree inventory which
has a current estimated value of over 1.5 million dollars.
The Community Services Department manages approximately 9,500 trees comprised of
inventories in parks, assessment districts, rights of way and City facilities. The tree inventory
managed by Community Services is approximately 40% of the size of the inventory managed by
Public Works and includes many mature trees. The need to integrate the Community Services
Department tree inventory into the City's GIS mirrors that of DPW. Amending the contract with
ArborPro to provide this same service to include these additional trees in the City's inventory
will provide for a fully integrated urban forest inventory system.
The proposal from ArborPro is based on the same scope and cost per tree ($3.75 per tree) as is
provided to DPW. The estimate of 9,500 trees in the Community Services Department inventory,
multiplied by $3.75 per tree equates to $35,625. A contingency of $4,375 is included in the draft
amendment to cover any trees above the estimated inventory number or any unforeseen work
that may be required beyond the stated scope of work. The total amount of this amendment is
$40,000.
