RE: Letter in Support of East Orange County Water District
Reorganization Application
Dear Vice -Chair McGregor,
The City of Orange is sending this letter to you to express our City's support of the East Orange County
Water District ( "EOCWD ") Reorganization Application. We understand that their application relates to the
retail sewer service transfer of Orange County Sanitation District ( "OCSD ") Local Sewer Area #7 to EOCWD.
As a member of the OCSD, the City supported the vote to approve the transfer of these retail sewers. We
understand that OCSD was established to be and serve as a regional wholesale sewer provider. Further, at
the February 27, 2014 meeting, the City (as a Board member) voted in favor of the Local Sewer Facilities
Transfer Agreement that was entered into between OCSD and EOCWD. This agreement began the EOCWD
Reorganization process through LAFCO.
The City of Orange has been monitoring this issue closely in an effort to protect the City's future annexation
rights in the unincorporated areas in Area 7. The areas of concern within OCSD Area 7 are either
surrounded by the City of Orange or are on our city border, and these properties currently receive water
service from our city. There are approximately 850 -900 sewer services that meet these criteria within Area
7. These areas have been identified by LAFCO and could potentially be annexed at a future date into the City
of Orange. Therefore, ensuring the sewer rights for our future residents is an important aspect to the City of
Orange. The City has been in discussions with EOCWD pertaining to our concerns. We are pleased that
EOCWD supports the City's efforts to protect future City annexations and is willing to enter into an
agreement stating this intent.
Our recent discussions with EOCWD, serve as an example of the long and collegial relationship between
both agencies. The City of Orange is in support of the EOCWD Reorganization Application.
