1. SUBJECT
Authorizing the granting of two public utility easements to Southern California Edison on City of
Orange property to facilitate the installation of electrical equipment in the northeast quadrant of
the Old Towne Plaza.
2. SUMMARY
The granting of these two easements for public utility purposes on City of Orange owned
property in the Old Towne Plaza will allow more electricity to be provided to the northeast
quadrant of the Plaza.
3. RECOMMENDATION / ACTION
1. Authorize the granting of public utility easements on City of Orange property.
2. Execute Easement Deeds in favor of the public utility company.
4. FISCAL IMPACT
There will be no cost to the City in the granting of these public utility easements.

Policy 4.1: Continue to work with dry utility service providers to ensure that the community's
current and future needs are met.
7. DISCUSSION and BACKGROUND
With the continuing conversion of retail shops to restaurants in the Old Towne Plaza, there has
been an increase in electrical usage and demand because of the ovens, dishwashers, lighting,
refrigerators, etc. The northeast quadrant cannot accept anymore restaurant conversions without
an increase of available electricity.
The owner at 155 N. Glassell Street proposes to have a new tenant, the Pizza Press, move in.
Without additional electricity, this will not be possible. The property owner and the City have
been working with Southern California Edison to rectify this situation. Southern California
Edison proposes to install an underground conduit in the alley behind the subject property to a
new above ground transformer in the parking lot planter. Neither the underground conduit nor the
transformer will impede traffic or cause the loss of any parking spaces.
Southern California Edison is a franchised City of Orange public utility company, and as such
they only have the right to install their lines and equipment in, under, and over public right -of-
way (i.e. streets and sidewalks). They do not have the right to install lines or equipment on other
City property or private property without obtaining an easement from the City or property owner.
There are two easements necessary for this project — one for the underground conduit, and one
for the above ground transformer.
Easement for Area Strip #1 (per Exhibit A) — alley behind 155 N. Glassell Street — This is an
easement for underground conduit to be placed in the City owned alley leading to the transformer
(Easement Deed No. 2).
Easement for Area Strip #2 (per Exhibit A) — parking lot behind 155 N. Glassell Street — This is
an easement for an above ground pad for an electrical transformer box to be placed in the City
owned parking lot planter.
The easement deeds for Southern California Edison along with accompanying location map are
attached herewith for your review and approval.
