1. SUBJECT
Award of contract for bid No. 145 -23; Project D -166A; Feather Hill Drive Subdrain and Villa
Real Drive Storm Drain Improvements.
2. SUMMARY
Informal bids for Feather Hill Drive Subdrain and Villa Real Drive Storm Drain Improvements
were received and opened on December 4, 2014. Six (6) bidders responded to the Notice
Inviting Bids. The apparent low bidder is GRFCO, Inc. of Perris for $45,000. The Engineer's
estimate was $45,000.
13. RECOMMENDED ACTION I
Award the contract in the amount of $45,000 to GRFCO, Inc., and authorize the Mayor and City
Clerk to execute the necessary documents on behalf of the City.
4. FISCAL IMPACT
Funds are available in the following accounts:
263.5011.56330.13120 (Local Street Maintenance) $45,000

Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
17. DISCUSSION and BACKGROUND
The bid solicitation was advertised as informal bid procedures on November 20, 2014 for a
period of two (2) weeks. Bids were opened on December 4, 2014, and six (6) bidders submitted
proposals as follows:

2) SND Construction, Inc., Arcadia $ 49,768.00
3) Atlas Allied, Inc., Anaheim $ 66.055.00
4) Vaslj, Inc., Irwindale $ 71,450.00
6) Ramona, Inc., Arcadia $ 76,750.00
7) Paulus Engineering, Inc., Anaheim $ 120,500.00
The project improvements will extend the existing subdrain system at Feather Hill Ave. which
includes the installation of approximately 70 linear feet of 8" PVC perforated subdrain piping for
interception of subsurface water seepage within public right -of -way. As part of this project, it
will also replace existing corrugated metal storm drain pipe with reinforced concrete pipe at Villa
Real Drive which is completely corroded.
The total estimated construction cost including 15% for contingencies and construction
engineering is $52,000.
Construction is scheduled to begin in February 2015 and is expected to be completed within 2
weeks.
