SUBJECT Contract with Landscape Structures, Inc. in the amount of $255,110.49 for furnishing and installing play equipment and equipment shade structures at Handy and Belmont Parks. 2. SUMMARY The tot lot play equipment at Handy Park is the oldest of all the City's parks play equipment. This project will allow the play equipment at Handy Park to be replaced and for the installation of new shade sail structures. Shade sail structures will also be added to the existing tot lot at Belmont Park as part of this project. The shade sail structures will help keep the play equipment from becoming too hot in the summer months. 3. RECOMMENDED ACTION 1) Appropriate: $25,395 from General Fund (100) unreserved fund balance (Private Donations) to 500.7021.56015.30052 (Handy Park Tot Lot Equipment); 2) Transfer $3,201.72 from Account 550.7021.56031.30046 (Belmont Shade Sail) to Account 550.7021.56015.30052 (Handy Park Tot Lot Equipment); and 3) Approve the Contract and authorize the Mayor and City Clerk to execute on behalf of the City. STRATEGIC PLAN GOAL(S) 3a: Renovate, refurbish and improve public use places and spaces that are functional and safe. 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background The tot lot equipment at Handy Park is the oldest in the City's play equipment inventory. The equipment is from a different manufacturer than the City's other play equipment, and has not held up as well. Subsequent to installation of the existing equipment at Handy Park, a different manufacturer's equipment was installed in all but one of the City's other tot lots. Landscape Structures, Inc. is the manufacturer of the existing play equipment in most other City parks, where despite heavy use, has held up well. When Steve Ambriz Memorial Park was constructed, shade sails were installed over the play equipment in the tot lots. On a number of occasions, park patrons have inquired when shade sails would be installed at other tot lots. Since the installation, staff has also recognized the benefits and durability of the shade sails. Based on the positive feedback from both patrons and staff, the Community Services Department plans to install shade sails over tot lot equipment at all applicable locations in City parks as funds become available. The renovation of the Handy Park tot lot will include installing shade sails. Belmont Park was chosen as the next tot lot location to receive shade sails. ITEM 01/13/15 Discussion Funding for these two capital projects is provided through a combination of grant funds and private donations. In 2014, the City of Orange was awarded a grant totaling $484,000 from the State of California Department of Housing and Community Development's Housing Related Parks Grant (HRPG). A portion of this grant has been allocated for Belmont and Handy Parks. After the renovations at Handy and Belmont Parks, the remaining portion of the grant will be used for exercise equipment at Grijalva Park and is being presented for Council approval in a separate agenda item. Since 2009, the Scinto Foundation, a private family owned foundation, has donated funds to the City of Orange totaling $22,700.00, which they wish to be utilized to construct park amenities for children. In addition, in 2012, two department heads donated a total of $2,500.00 for Community Services parks or recreational programs, and an additional $195.00 was received from community members, for a total of $25,395 in private donations. Below is a summary of the various funding sources for these projects: • State of California Housing Related Parks Grant: $229,715.49 • Scinto Foundation Donation: $ 22,700.00 • Private Donations: $ 2,695.00 Total: $255,110.49 The City of Orange is a member agency under the Cooperative Purchasing Program "HGACBuy ". The HGACBuy cooperative purchase program awards agreements to vendors through a competitive bidding process. Members of HGACBuy may purchase products and services against these agreements as though they have conducted the bid process and awarded an agreement themselves. The City of Orange will be awarding an agreement to Landscape Structures, Inc. through HGACBuy in the amount of $255,110.49. The cost is based on the following amounts: • Handy Tot Lot renovation/shade sails: $222,473.15 • Belmont Park shade sails: $ 20,489.30 • Contingency: $ 12,148.04 (for any unforeseen issues that may arise during construction) Total contract amount including the contingency: $255,110.49 Upon approval of the agreement, the Handy Tot Lot Project and the Belmont Shade Sail Project are anticipated to be completed in March 2015. 8.
