1 6. GENERAL PLAN IMPLEMENTA I
Natural Resources Element Goal 5.0: Provide recreational facilities and programs that
adequately serve the needs of residents.
Policy 5.1
Maintain existing City parks at levels that provide maximum recreational benefit to City
residents.
17. DISCUSSION and BACKGROUND
The Community Services Department maintains electrical infrastructure in parks, facilities,
assessment districts and the Orange Depot. The existing Agreement with Magnetic Electric
provides for preventative maintenance work as well as repair work. In recent months, the
cumulative cost of repairs and replacement of electrical infrastructure, some due to theft and
vandalism in Steve Ambriz Memorial Park and the Santiago Hills Landscape Assessment
District (District), have exceeded the amounts available in the Agreement.
The theft of wire from pathway lighting in the District cost $9,850. In addition, a wind storm
took down a large tree in the District, destroying one of the pathway lights, costing nearly $8,000
to replace. Replacement and repair of three (3) electrical panels and enclosures costing almost
$14,000 in the District also had to be made to prevent loss of services and /or potential hazard.
Repair and maintenance of these items are funded through the District. An additional
appropriation for repair and maintenance and an increase in the not to exceed amount of the
Agreement are required to continue through the remainder of the fiscal year.
