SUBJECT Agreement with Greenfield Outdoor Fitness to install an outdoor exercise circuit through Cooperative Purchasing Agreements (CPA). 2. SUMMARY This agreement is for an amount not to exceed $167,955.28 for the purchase and installation of assorted outdoor exercise stations, shade canopies, concrete edging and decomposed granite surfacing at Grijalva Park. Purchase and installation of equipment will be by Greenfield Outdoor Fitness and its sub contractors, through the National Joint Powers Alliance (NJPA). All work will be performed per approved plans and specifications. 13. RECOMMENDED ACTION Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are available to cover the cost of the agreement as follows: • 511.7021.56020.20185 (Grijalva Park Outdoor Exercise Circuit) $20,000.00 • 550.7021.56020.20185 (Grijalva Park Outdoor Exercise Circuit) $147.955.28 TOTAL $167,955.28 ITEM 2 01/13/15 5. Deliver high quality and safe recreational, social, environmental, educational and cultural services. 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background The Grijalva Park Sports Complex is heavily used and home to three soccer fields, basketball court, walking /jogging track, children's play area, volleyball court and various picnic and recreation spaces. The Park is considered to be an active facility serving residents who reside in the adjacent and surrounding areas of Orange throughout the day and evening hours. Because of the considerable usage by residents who frequent the Park facility as a location for working out and exercise, it has been the desire of City staffing to provide an outdoor exercise circuit/area to accommodate patrons who would rather `work out' at a park than a local gym. In December of 2013 City staff began to explore locations within the Park that would be best for the outdoor exercise areas and experimented with various conceptual design layouts and floor plans. Staff also began to study and inspect existing outdoor exercise facilities within neighboring cities and communities. These studies included the investigation of different companies that manufacture and install outdoor exercise equipment. As conclusions were made concerning location, layout /design and manufacturer, City staff began the process of design development for the exercise circuit and began discussions with a manufacturer who is a signatory vendor with the Cities National Joint Powers Alliance (NJPA). The NJPA is a government purchasing program, affording member government agencies the ability to contract with companies for services and products who have gone through a bidding process and been awarded a contract through NJPA. Discussion In January of 2014 the Community Services Department began discussions /negotiations with Greenfield Outdoor Fitness, a vendor under contract with the NJPA, to provide a proposal for an outdoor exercise facility based on our final exercise circuit facility plan. The exercise facility will be located at the flat and unused grassy area west of the existing soccer field and south of the existing basketball court. The scope of work by Greenfield will include, per approved plan, the removal of existing turf and sub soil, installation of 6 inch wide concrete edging, the installation of nineteen outdoor exercise stations, K ITEM 01/13/15 decomposed granite paving and shade canopies that cover the three exercise areas. The completed exercise areas will be ADA accessible and have three designated units designed specifically for wheelchair access. Also included in Greenfields scope are two instructional announcement board signs and structural engineering for the shade canopies. The proposed agreement with Greenfield Outdoor Fitness provides for the installation of the described exercise equipment facility in the amount of $167,955.28, which includes an emergency contingency of 5% ($8,000.00) for unforeseen issues or circumstances that may arise during construction. All work will be performed per approved plans and specifications. Landscape improvements adjacent to the new exercise circuit will be performed under a separate agreement that will come before the City Council in spring of 2015. The Grijalva Park exercise circuit is one of three Park projects within the City that will be using State of California Housing Related Parks Grant (HRP) funding to complete. Projects sharing this funding include the Handy tot lot equipment replacement and Belmont Park tot lot shade sails installation. Upon City Council approval and execution of the agreement, the contractor will begin work in January 2015 on the project. The projected timeline for completion is approximately 60 days. 8.
