1. SUBJECT
A first amendment to an existing consultant services agreement with Moore, Iacofano, Goltsman,
Inc., a private planning consultant firm, to provide current and advance planning assignments
and prepare planning studies and reports.
2. SUMMARY
The goal of the Planning Division is to provide quality professional planning services. The
original agreement was used to augment our existing staff with the use of a professional planning
consultant. With the recent hire of three new planners there will be a limited need for consultant
support in the future. However, this amendment is necessary to allow the professional planning
consultant to wind down existing projects over the next four months.
3. RECOMMENDED ACTION
Approve and authorize the Mayor and City Clerk to execute an amendment to an existing
professional service agreement with Moore, Iacofano, Goltsman, Inc., not to exceed an
additional $65,000, for a total contract amount of $95,000.
4. FISCAL IMPACT
Funds in the amount of $95,000 are available in the following account of the Current Planning
Division's budget: 100.6021.51670.00000 — Other Professional and Consulting Services. These
funds are from salary savings based on current vacancies. The cost for the contract planner will
be partially reimbursed by the applicants.

7. DISCUSSION and BACKGROUND
Over the last few months the Planning Division has hired three new planners to replace vacant
positions. During the period of staff vacancies, there was a need to utilize the services of Moore,
Iacofano, Goltsman, Inc. (MIG) to assist with the processing of planning applications. MIG is
assisting with several key land use applications including the Olson Company, Chapman West
Holdings, and McDonalds's, along with various other planning assignments. The proposed
amendment will allow MIG to wind down these existing projects over the next four months. This
will allow the City to maintain a high level of customer service by not changing planners during
the course of a project.
The funds for this first amendment are available from salary savings within the Community
Development Department.
