Planning Commission errors included, without limitation:
• Incorrectly concluding that removing small land areas from East Orange and Orange
Park Acres plans creates significant impacts;
• Incorrectly comparing intensity of the project to the surrounding community;
• Incorrectly concluding the recreation amenity is a commercial use;
• Incorrectly determining a senior assisted living facility is not compatible with the
surrounding neighborhood;
• Incorrectly determining the park amenities not consistent with City requirements;
• Incorrectly concluding minimum lot sizes incompatible with t a- ounding neighborhood;
• Incorrectly concluding the EIR was inadequate and misun standing requirements of the
California Environmental Quality Act.
