Re- evaluation report on the adoption of the Neighborhood Parking Permit Program for area `S',
which was approved by the City Council on January 22, 2013.
2. SUMMARY
On January 22, 2013, the City Council approved the implementation of Neighborhood Parking
Permit Program for area `S' as follows:
1. Both sides of Poplar St. between Maple Ave. and the cul -de -sac.
2. North side of Maple Ave. between Stevens St. and 1949 W. Maple Ave.
3. South side of Maple Ave. between Stevens St. and 2010 W. Maple Ave.
4. Both sides of Eckhoff St. between 130 -283 N. Eckhoff St.
The area apartment owners and tenants oppose the permit parking area and have requested the
permit parking area be re- evaluated and possibly modified.
Per City Council direction, staff is reporting back to the Council the re evaluation of permit
parking area `S`. Staff looked at the current parking problem and is providing some options that
might minimize the impacts of the aforementioned permit parking area to the residents bordering
the permit parking area.
3. RECOMMENDED ACTION
Direct Staff to proceed with the chosen option.
4. FISCAL IMPACT
None if the permit area is left intact.

Policy 1.10: Apply traffic calming measures, where appropriate, to residential neighborhoods
affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic
Management Program.
7. DISCUSSION and BACKGROUND
Residents of the City initiated a request to implement neighborhood parking permits in this area
in order to provide residents with a reasonable expectation of parking in proximity to their
homes. The applicant circulated a petition and received enough support, 86.5 %, from the
neighborhood so that the process could move ahead. The request was approved by the City
Traffic Commission, and subsequently by the City Council on January 22, 2013.
Almost immediately following implementation of the permit area, the City received complaints
from the owners and residents of the adjacent apartment complexes on Holly St. about the lack of
available on- street parking. Unfortunately, the apartment complexes on Holly St. are
significantly under parked with only one parking space on -site per unit. As such, many of the
tenants had been parking on W. Maple Ave. and the surrounding streets. With the establishment
of the permit parking areas, on- street parking is no longer available west of the apartment
complexes, thereby forcing tenants to sometimes park several blocks east of the complexes on
W. Maple toward Main Street.
In June 2013, staff evaluated the red curb in the area and removed a number of red curb marking
on W. Maple Ave. thereby creating six to ten additional on- street parking spaces.
At the November 12, 2013 meeting, the City Council directed staff to conduct a follow up study
in the area and provide possible solutions to the on- street parking problem created by the permit
parking installation. In an effort to address the parking concerns, staff evaluated a number of
options.
Amendment to the Permit Parking Area
In assessing a change to the permit parking area, staff spent several hours observing parking
habits in the area during the day and evenings. Staff looked at specific locations within the
permit area in which the removal of the parking restrictions would create the least hardship to the
residents of the single - family homes. As such, staff studied the side and corner lots as potential
locations for removal of the permit parking restriction. Provided below are three options (maps
attached):
• Option 1- Remove permit parking restrictions from three locations on Eckhof£ Nets 13
spaces.

• Option 2 - Remove permit parking restrictions from three locations on Maple Ave. and one
on Eckhoff St. Nets 10 spaces.
• Option 3 - Combination of Option 1 and Option 2. Nets 23 spaces.
It is anticipated that any of these options would not be embraced by the homeowners. Further, the
parking demands at the apartment complex far exceed the additional 23 spaces created by the
specific location removal, but every space counts. Unfortunately, parking is at a premium in this
neighborhood. There are several apartment complexes along W. Maple that impact the
availability of on- street parking in the area.
Capital Improvement Project
It has been suggested that Holly Street be reconstructed without the parkway and then be
restriped to provide for angled parking. While a traffic analysis has not been conducted, an
initial review has determined that this type of project on Holly St. would net 21 parking spaces at
a cost of $300,000 to $350,000.
Daytime Permit Parking with Overnight Unrestricted Parking
This option would provide the opportunity for anyone to park in the area, as an example, between
the hours of 7:00 pm and 7:00 am without any type of permit. Between the hours of 7:00 am to
7:00 pm, the existing permit parking area `S' would be in place and all vehicles parking between
these hours would need to display the area `S' parking permit. If this option is chosen staff would
ask Council to give authority to the City Manager or his designee to authorize red curb
installation not to exceed 6 feet adjacent to driveways as they deem necessary. This could
eliminate one of the primary complaints during the hearings on implementing area `S" which
was vehicles parking too close to driveways, blocking driveways and also moving trash
containers to park or preventing residents from placing their trash containers curbside on trash
pickup days.
Remove All Permit Parking
This option would reverse the earlier City Council decision to adopt permit parking area `S' and
open the entire area back up to all for parking. If this option is chosen staff would ask Council to
give authority to the City Manager or his designee to authorize red curb installation not to exceed
6 feet adjacent to driveways as they deem necessary. This could eliminate one of the primary
complaints during the hearings on implementing area `S" which was vehicles parking too close
to driveways, blocking driveways and also moving trash containers to park or preventing
residents from placing their trash containers curbside on trash pickup days.
