Chapman Avenue, Orange, California. 5:00 P.M. STUDY SESSION 1. OPENING 1.2 PLEDGE OF ALLEGIANCE TO THE FLAG Led by Mayor Cavecche 1.3 ROLL CALL PRESENT - Smith, Murphy, Cavecche, ABSENT - Dumitru, Bilodeau 1.4 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None. 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR - None. 4. REPORTS FROM MAYOR CA VECCHE - None. 5. REPORTS FROM COUNCILMEMBERS - None. 6. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS - None. 7. ADMINISTRATIVE REPORTS - None. CITY COUNCIL MINUTES April 29, 2008 8. REPORTS FROM CITY MANAGER 8.1 Proposed 2008-09 Budget - Report on Projected Revenues and Recommended Expenditures. City Manager John Sibley provided an introduction to the Study Session. Staff reviewed Budget Highlights, General Fund Revenue sources and projections and General Fund Expenditure projections. Council Ouestions and Comments Councilmember Smith asked about the staffing in the Planning Division; the status of the Public Information Officer position; and.wanted to ensure that all trips in city vehicles were authorized and monitored especially due to high gas prices. She also expressed concern about paying approximately $150,000 to go out to bid for a solid waste contract, given the current financial concerns. Alice Angus, Community Development Director explained there IS full staffing III Current Planning, but vacancies do exist in Advance Planning. Councilmember Smith asked that a more detailed explanation be provided at a later date regarding staffing in the Planning Division. Staff noted that the Public Information Officer position would not be frozen. Councilmember Murphy suggested a separate report be provided on findings, alternatives and incentives for "going green". Mayor Cavecche confirmed with staff the status of Fire vehicles; and asked about the staffing levels in Police. Police Chief Gustafson reported the Police Department is currently down five sworn positions, and the department anticipates approximately two to three retirements this year. Mayor Cavecche asked for a line item breakdown on the savings for FY 07-08; reiterated her concerns about going into FY 09-10 and the need to plan for that year; and was not sure if this was the year to start setting money aside for Civic Center planning. 2 CITY COUNCIL MINUTES April 29, 2008 9. LEGAL AFFAIRS - None. 10. ADJOURNMENT - The City Council adjourned at 6:15 p.m. Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of April 29, 2008 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Library at 407 E. Chapman Avenue; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. 3
