11/27/2007 - Council Minutes - CC Minutes Adj APPROVE BY THE CITY COUNCIL ON DECEMBER 11, 2007 CITY COUNCIL MINUTES ORANGE, CALIFORNIA OF AN ADJOURNED REGULAR MEETING November 27,2007 The City Council of the City of Orange, California, convened an Adjourned Regular Meeting at 8:15 p.m. on November 27,2007 in the Weimer Room, 300 E. Chapman Avenue, Orange, California. STUDY SESSION 1. OPENING 1.2 PLEDGE OF ALLEGIANCE TO THE FLAG 1.3 ROLL CALL PRESENT - Smith, Cavecche, Dumitru, Bilodeau ABSENT - Murphy 1.4 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None. 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR - None. 4. REPORTS FROM MAYOR CA VECCHE - None. 5. REPORTS FROM COUNCILMEMBERS - None. 6. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS - None. 7. ADMINISTRATIVE REPORTS 7.1 Discussion of proposed Strategic Plan (C2500.A.2) Mr. Rick Otto, Sr. Assistant to the City Manager, reviewed the timeline of the Strategic Plan process. Marie Knight, Community Services Director, reviewed the planning process for the Plan. Mission and Vision Statement Mr. Steven Pham, Personnel Director, reviewed the Mission Statement, noting it was the consensus of staff to retain the current Statement, which was developed approximately five years ago; and reviewed the draft Vision Statement - As an organization, the City of Orange is the leader in delivering the highest level of service to meet current and future needs of the community. CITY COUNCIL MINUTES November 27,2007 Values Lt. Dan Cahill, reviewed the draft values - Teamwork, Integrity, Excellence - and defining qualities of each value. Goals Proposed draft goals - Provide a safe community; Be a fiscally healthy community; Enhance and promote quality of life in the community; Provide outstanding public service; and Recognize, promote and preserve Orange's rich heritage. Mayor Cavecche suggested that the strategies under the goal - Be a fiscally healthy community - be expanded to include more emphasis on tracking expenditures. Councilmember Bilodeau suggested incorporating renewable energy programs under the goal - Enhance and promote quality of life in the community. Councilmember Smith suggested it would be nice to see measurable results. Nora Jacob, Library Director, and Police Chief Gustafson provided a final summary of the process. 8. REPORTS FROM CITY MANAGER - None. 9. LEGAL AFFAIRS-None. 10. ADJOURNMENT - The City Council adjourned at 9:00 p.m. Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of November 27,2007 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Library at 407 E. Chapman; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. I ~ ( . M.
