Chapman Avenue, Orange California. 4:30 P.M. SESSION 1. ROLL CALL PRESENT - ABSENT - Smith, Cavecche, Dumitru, Bilodeau Murphy 2. PUBLIC COMMENTS - NONE. 3. CONSENT CALENDAR 3.1 Request Agency confirmation of warrant registers dated November 1, and 8, 2007. ACTION: Approved. 3.2 Request approval of Redevelopment Agency Minutes, Regular Meeting dated November 13,2007. (RC2500.D.4) ACTION: Approved. ADMINISTRATIVE REPORTS 7.1 Proposed Owner Participation Agreement between the Agency and 2375 Tustin Ave. L.P. and a Cooperation Agreement with the City of Orange. (RA2100.0 Agr-5185; 5186) SUMMARY: Proposed Owner Participation Agreement between the Agency and 2375 Tustin Ave. L.P., related to the development of a Best Buy store, for reimbursement to the Owner Participant of costs associated with construction and installation of certain Public Improvements along Tustin Street; and, a Cooperation Agreement between the City and Redevelopment Agency for certain public improvements within the Orange Merged and Amended Redevelopment Project Area. (See related City Council Minutes Item No. 7.1.) Discussion - Senior Project Manager, Lisa Kim provided a staff report and responding to a question from Councilmember Bilodeau, stated that the Best Buy Company has committed to a l5 year lease with four, five-year options to renew. Councilmember Bilodeau stated that the City is fortunate to have this project; however, he is concerned with the traffic signal, and that along with the Public Works Department, he would be monitoring its design and development. RESOLUTION NO. ORA-0471 A Resolution of the Orange Redevelopment Agency approving and authorizing the execution of (l) an Owner Participation Agreement with 2375 Tustin Ave. Associates, L.P., a California Limited Partnership, relating to redevelopment of property commonly known as 2355 and 2375 N. Tustin Street in the Orange Merged and Amended Redevelopment Project Area, and (2) a Cooperation Agreement with the City of Orange for certain public improvements in the vicinity of2355 and 2375 N. Tustin Street. MOTION - Bilodeau SECOND - Dumitru AYES - Smith, Cavecche, Dumitru, Bilodeau ABSENT - Murphy Moved to: 1) Adopt Resolution No. ORA-047l; and 2) Appropriate $483,000 from the unreserved fund balance of the Tustin Project - Taxable Bonds Fund to Account 9l4-9800- 485l00-9225 (Brunswick Site/Best Buy Public Improvements). FISCAL IMP ACT: Sufficient funds are available in the Tustin Project - Taxable Bonds Fund for this project. PAGE 2 ORANGE REDEVELOPMENT AGENCY MINUTES November 27,2007 8. LEGAL AFFAIRS - None. 9. RECESS TO CLOSED SESSION NOTE: The Agency did not recess. a. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of the Board of Directors prior to such recess unless the motion to recess indicates any of the matters will not be considered in Closed Session. 10. ADJOURNMENT - The Agency adjourned at 8:10 p.m. Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of November 27, 2007 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, and the Main Public Library at 407 E.
