Chapman Avenue, Orange, California. 5:30 P.M. STUDY SESSION 1. OPENING I.2 PLEDGE OF ALLEGIANCE TO THE FLAG Led by Councilmember Bilodeau 1.3 ROLL CALL PRESENT - Smith, Murphy, Cavecche, Dumitru, Bilodeau ABSENT - None 1.4 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None. 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR - None. 4. REPORTS FROM MAYOR CA VECCHE - None. 5. REPORTS FROM COUNCILMEMBERS - None. 6. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS - None. CITY COUNCIL MINUTES July 10,2007 7. ADMINISTRATIVE REPORTS 7.1 Discussion of Strategic Plan (C2500.A.2) Ms. Jan Perkins, Consultant, reviewed the process and timeline for developing the Strategic Plan; noting that management staff had met in an all-day workshop to develop the proposed information. She emphasized that the information is still very much in draft form. Mission Statement Mr. Jim Reichert, Economic Development Director, reviewed the Mission Statement, noting it was the consensus of staff to retain the current Statement, which was developed approximately five years ago. Councilmember Smith stated that while the Mission Statement is a good statement, it is not distinctive to the City of Orange, and could be appropriate for any service organization. Vision Statement Mr. Stephen Pham, Personnel Director, reviewed the draft Vision Statement - Orange is an involved, balanced and family-friendly community that values safety and service. We embrace the future and cherish the past. Councilmembers suggested possibly including terms such as high quality of life, family-based, community-oriented, business-friendly; and questioned the meaning of the words "balanced" and "involved". Values Marie Knight, Community Services Director, reviewed the draft core values - Teamwork, Integrity, Loyalty, Excellence, Dependability. Council comments included listing Integrity as the first value as it sets the bar for the others; and whether or not Loyalty is a value in itself or part of Integrity. SWOT (Strengths. Weaknesses. Opportunities. Threats) Exercise Strengths Council suggestions to add to the list of Strengths - Orange Park Acres community; higher education facilities; medical services; unique neighborhoods, such as Eichler Homes and the Olive neighborhood; long time established neighborhoods; multi-generational family presence; spirit of hospitality and volunteerism; long term residents; quality of appearance of city. Oooortunities Council suggestions to add to the list of Opportunities - Historic preservation of lifestyles and buildings; partnerships with neighboring communities; opportunities to welcome new residents and generate new businesses; maintaining business base and business alternatives; seeking new business opportunities; new Library and History Center and dissemination of information; Police and Fire presence in the community; Community Services presence in the community; landscaping opportunities at medians and freeway ramps. 2 CITY COUNCIL MINUTES July 10,2007 Threats Council suggestions to add to the list of Threats - Loss of historic homes, buildings and neighborhoods; call for increased density without infrastructure and traffic mitigation for increased traffic; degradation of neighborhoods; rapidly rising cost of housing in Southern California. Goals Proposed draft goals - To ensure a safe community; To ensure a fiscally healthy community; To enhance community quality oflife; and To provide high quality public service. Councilmember Smith suggested adding - To ensure a sense of the community's history. Mayor Cavecche agreed that this additional goal adds a little extra and makes it unique to Orange. Strategies Ms. Perkins reviewed the draft Strategies related to each Goal, noting that specific tasks are yet to be developed. Councilmember Smith suggested that the Goal - To provide high quality public service - be the first discussion item at the next workshop because of its importance. She also suggested a review of how to deliver city services as the City expands to the east. 8. REPORTS FROM CITY MANAGER - None. 9. LEGAL AFFAIRS - None. 10. ADJOURNMENT - The City Council adjourned at 7:30 p.m. Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of July 10,2007 at Orange Civic Center kiosk, Police Facility at 1107 North Batavia, and Main Library at 407 E.
