Chapman Avenue, Orange, California. 7:00 P.M. JOINT STUDY SESSION WITH PLANNING COMMISSION 1. Page 1 CITY COUNCIL MINUTES Adjourned Regular Meeting June 12,2007 7. ADMINISTRATIVE REPORTS 7.1 Report on the Comprehensive General Plan Update. (C2300.E) Anna Pehoushek, Principal Planner, reviewed the history of the proposed General Plan update. John Bridges, P & D Consultants, reviewed proposed land use designations. In response to Council questions, he clarified that Old Towne Mixed Use is the same as Neighborhood Mixed Use, that Resource Area is an Open Space category and the Mixed Use designation offers opportunities to continue a commercial use while adding a residential component. Commissioner Imboden asked that comparisons between existing and proposed designations be very detailed and include all the same information so they can easily be compared. Commissioner Whitaker suggested there be a mechanism to preserve legal non-conforming uses, which can affect property financing. Commissioner Merino suggested there be more detail provided on the transfer of development rights for Open Space. Councilmember Murphy expressed concern on the proposed Mixed Use category, suggesting that the implications of this designation be clarified in each proposed area. Councilmember Smith expressed concern on any increase in density In areas that are surrounded by single family residential. Mr. Bridges reviewed a summary of proposed changes and the rationale for those changes for the following areas: Tustin Street - Mall Vicinitv Councilmember Bilodeau questioned the recommendation for higher density on the east side of Tustin Street; and stated he would not support a Mixed Use on the mall property as this is a good commercial base for the city. Mayor Cavecche noted the traffic implications with a Mixed Use on Tustin; also suggesting that this area remain commercial, but would like to see it regenerated, as there are opportunities to enhance the commercial in this area. Councilmember Murphy noted the importance of business in the community and the resulting sales tax; and wanted to maintain a business friendly environment. It was the consensus of the Council and Commission to retain commercial uses in this area. Councilmember Bilodeau wanted to ensure that the Meats Avenue interchange would move forward. CITY COUNCIL MINUTES Adjourned Regular Meeting June 12, 2007 Chapman Avenue / Tustin Street Mr. Bridges noted the hospital site was the only proposed change, noting the proposed Mixed Use for the hospital site would allow the hospital to include some type of housing, possibly for employees or senior housing. Councilmember Smith suggested the possible use of the Transfer of Development Rights for this area, noting that in order to use the Yorba Park site, it will take a developer to remediate that property. Mayor pro tern Dumitru noted the Chapman hospital site was currently zoned commercial. Commissioner Imboden wanted to ensure that the hospital was not zoned away, especially with the increased development in East Orange. Comments from Councilmembers and Commissioners included - there is tremendous potential for this area, but also a great deal of unknown factors; there are many opportunities on the Yorba Park site as well as the hospital site; there has always been interest in the park site from developers; the city does not have the funds to remediate the park site; that if the park site were developed, a transfer park site would need to be developed first so as not to lose any recreation opportunities and a site would need to be found for the dog park. West Katella Avenue Corridor Mayor Cavecche pointed out the plans for a regional transportation center in Anaheim, just west of this area; and suggested there needs to be more creative thinking for this area, especially west of Glassell. It was suggested that a mixed use could occur on Katella at Shaffer; and that there is a great economic potential in this area. Commissioner Whitaker wanted to ensure that any proposed changes did not result in the loss of any of the large existing businesses along West Katella. CITY COUNCIL MINUTES Adjourned Regular Meeting June 12, 2007 Main Street and West Chapman Avenue Councilmember Smith suggested a medical corridor along Main Street to support the nearby hospitals; and noted the development in Santa Ana, adjacent to Town and Country, as an example of what she did not want to see in other areas of Orange. West Chapman / Uptown Orange Mr. Bridges reviewed the Urban Mixed Use proposed for this area. Speakers . Bruce Woockman - asked that existing Lincoln Avenue designations remain. . Shirley Grindle - spoke on the Sand and Gravel designations that are no longer appropriate. . Mary Dargatz - spoke in opposition to the proposed high density designation at Chapman and Yorba hospital property; and suggested that neighborhoods directly affected by proposed changes be able to provide input. . John Moore - spoke on the need for more community involvement. . Paul Guzman - commended staff for the work being done. . Laura Cunningham - suggested a Mixed Use residential designation at the Chapman hospital site for possible future housing use. . Laura Thomas - suggested the General Plan Advisory Committee reconvene to review the proposed designations. . Jeanette Boyd - spoke in opposition to higher buildings at Orangewood and Eckhoff. Council suggested this Study Session be continued to July 10,2007 at 7:00 p.m. (NOTE: The July loth meeting was cancelled and rescheduled for August 14,2007) 8. REPORTS FROM CITY MANAGER - None. 9.
