OF AN ADJOURNED REGULAR MEETING April 17, 2007
The City Council ofthe City of Orange, California, convened an Adjourned Regular Meeting at
5:00 p.m. on April 17, 2007 in the Weimer Room, 300 E. Chapman Avenue, Orange, California.

8. REPORTS FROM CITY MANAGER
8.1 Proposed 2007-08 Budget - Report on Projected Revenues and Recommended
Expenditures.
City Manager John Sibley provided an introduction to the Study Session.
Staff reviewed Budget Highlights, General Fund Revenue sources and projections and General
Fund Expenditure projections.
Council reviewed department budget summaries.
Citv Council
Mayor Cavecche indicated that Council had just received a request from the Sister City
Association for assistance in paying yearly dues of $877 for Sister Cities International and $495
for US/Mexico Sister Cities.
Since the request had just come in, Mayor Cavecche suggested that each Councilmember review
the request and inform the City Manager of their thoughts on the matter.
City Manager
Councilmember Smith asked about the Employee Award program and the cost of the Strategic
Plan consultant.
Rick Otto, Sr. Assistant to the City Manager, indicated that the employee award program is still
in the budget; and that there is $18,000 budgeted for the Strategic Plan consultant with a
provision for an additional $9,000 if necessary.
Citv Attornev
Mayor Cavecche asked about illegal signs and what they should do with the signs when they are
removed.
Staff indicated the Councilmembers can bring them to the City Manager's Office and staff will
ensure they are taken to the Corporation Yard.
Information Management
Mayor Cavecche asked for information on the ACS contract - when the original contract was
awarded, when it was extended, when it expires, and if an RFP will be going out.
Staff indicated that a detailed report is currently being prepared.

Library
Councilmember Smith suggested that staff review the possibility of a library fee holiday.
Fire
Councilmember Dumitru asked about the expenditure for the Metro Cities.
Fire Chief Bart Lewis reported that the City of Orange pays approximately 12%, or $574,800, of
the Metro Cities budget, that the proposed increase is almost exclusively for employee salaries
and benefits and that the increase is across the board for other Orange County cities as well.
Police
In response to questions from Councilmember Smith, Police Chief Gustafson reported there is a
continuous recruitment for parking enforcement positions
Mayor Cavecche asked about the multi-year Strategic Plan and asked that it be agendized for the
May 8th Council meeting.
Councilmember Murphy suggested that staff review the costs and benefits of using alternative
fuel vehicles for parking enforcement.
Public Works
In response to questions from Councilmember Smith, staff indicated there is a CIP budget for
improvements to the traffic house and adjacent mobile trailer properties on Almond.
Councilmember Smith suggested allocating money each year for acorn lighting in the Old
Towne area.
Mayor Cavecche clarified that the budget for the Quiet Zones includes $100,000 from last year,
but no new additional money is proposed for next year; and that the total current budget is
approximately $348,000. She also indicated that the City will have to revisit this issue once a
policy report comes out from OCT A, but that this issue is moving along very well throughout the
County.
In response to questions from Councilmember Dumitru, staff indicated that the personnel
restructuring proposal will result in a title change and a modest salary increase.
Mayor Cavecche thanked the Public Works staff for their efforts with the graffiti removal
program.

Finance
Councilmember Smith wanted to ensure that business license renewals were being done on a
routine basis.
Communitv Services
Community Services Director Marie Knight reported on an increase in the use of the Resource
Center.
Mayor Cavecche asked that staff provide actual numbers of users and costs for the Resource
Center.
Mayor pro tern Dumitru asked about the process at the Resource Center and if there was any
liability if workers were assigned with no background checks.
Staff indicated that the process includes a number system, that workers are assigned to
employers on a first come first serve basis if no particular skill is required; and that it is the
employer's responsibility to check the status of workers.
City Attorney David DeBerry indicated that the City makes it clear that the Resource Center is
just a central location for employers to find workers; and that the city does not make a
representation on the quality of the worker nor does the city screen the workers.

10. ADJOURNMENT - The City Council adjourned at 6:15 p.m.
Declaration of City Clerk, Mary E. Mnrphy, declaring posting of the City Council Agenda of an
Adjourned Regular Meeting of April 17, 2007 at Orange Civic Center kiosk, Police Facility at
1107 North Batavia, and Shaffer Park; all of said locations being in the City of Orange and freely
accessible to members of the public at least 72 hours before commencement of said Adjourned
Regular Meeting.
