MINUTES OF A REGULAR MEETING January 23, 2007
The Orange Redevelopment Agency of the City of Orange, California convened on January 23,
2007 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

3. CONSENT CALENDAR
3.1 Request Agency confirmation of warrant registers dated January 4 and 11,2007.
ACTION:
Approved.
3.2 Request approval of Redevelopment Agency Minutes of January 9, 2007.
ACTION:
Approved.
3.3 Amended and Restated Promissory Note by and between the Orange
Redevelopment Agency and David A. Valentine and Patricia A. Valentine.
(Continued from January 9, 2007) (RA2100.0 Agr-2037X.0.B.A)
SUMMARY: Proposed Amended and Restated Promissory Note for repayment of a
commercial rehabilitation loan in the amount of$99,412.58.
ACTION: Approved the Amended and Restated Promissory Note by and between the
Agency and David A. Valentine and Patricia A. Valentine; and authorized the Chairman
and Agency Clerk to execute the Promissory Note on behalf ofthe Agency.
NOTE: This Promissory Note was subsequently paid in full on January 29, 2007 and no
Amended and Restated Note was executed.
FISCAL IMPACT: The Agency will receive one-half (or $49,706.29) of the principal
balance of the Amended and Restated Promissory Note upon execution and delivery
thereof by Mr. and Mrs. Valentine. The outstanding balance will be repaid in monthly
installment payments until the loan matures in February 2012.

7. ADMINISTRATIVE REPORTS
7.1 A Cooperation and Reimbursement Agreement between the Orange Redevelopment
Agency and the City of Orange relating to certain street improvements located at the
southeast and southwest corners of Glassell Street and Taft Avenue and the northeast
corner of Taft Avenue and Tustin Street. (RA2100.0 Agr-5028)

SUMMARY: The Cooperation and Reimbursement Agreement provides for Agency
reimbursement to the City of Orange of the Agency's share of costs incurred for certain street
improvements located at the southeast and southwest corners of Glassell Street and Taft Avenue
and the northeast corner of Taft Avenue and Tustin Street in an amount not to exceed $140,000.
RESOLUTION NO. ORA-0460
A Resolution of the Orange Redevelopment Agency approving and authorizing the execution of
a Cooperation and Reimbursement Agreement by and between the City of Orange and Orange
Redevelopment Agency for certain street improvements within the Orange Merged and
Amended Redevelopment Project Area.

Moved to: I) Adopt Resolution No. ORA-0460; and 2) Appropriate $140,000 from the
unreserved fund balance of the Northwest and Southwest Merged 2003 Tax Exempt Bonds Fund
to account 943-9800-483300-5324 (Taft and Glassell Storm Drain Project) in the amount of
$110,000 (for construction and administration); and to account 943-9800-483300-1334 (ADA
Ramps Taft and Tustin) in the amount of$30,000 (for construction and administration).
FISCAL IMPACT: Sufficient funds are available in the Northwest and Southwest Merged 2003
Tax Exempt Bonds Fund for these projects.

sidewalk, curb and gutter on Lewis Street between Chapman Avenue and Metropolitan Drive in
an amount not to exceed $60,000.

A Resolution of the Orange Redevelopment Agency approving and authorizing the execution of
a Cooperation and Reimbursement Agreement by and between the City of Orange and the
Orange Redevelopment Agency for certain sidewalk repairs within the Orange Merged and
Amended Redevelopment Project Area

Sidewalk Replacement) in the amount of$60,000 for construction and administration.
FISCAL IMPACT: Sufficient funds are available in the Northwest and Southwest Merged 2003
Tax Exempt Bonds Fund for these projects.

The next Regular Redevelopment Agency meeting is scheduled for February 13, 2007.
Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring
posting of Orange Redevelopment Agency Agenda of a regular meeting of January 23, 2007 at
Orange Civic Center kiosk, Police facility at 11 07 North Batavia, Shaffer Park; all of said
locations being in the City of Orange and freely accessible to members of the public at least 72
hours before commencement of said regular meeting.
