OF A SPECIAL MEETING August 28, 2006
The City Council of the City of Orange, California convened a Special Meeting on August 28,
2006 at 7:30 a.m. in the Council Chambers, 300 E. Chapman Avenue, Orange, California.

6. ADMINISTRATIVE REPORTS
6.1 Report from Public Works Director - Approve purchase and installation contract
with Trane Company of Rowland Heights, CA for the replacement of the existing chiller at
the Orange Police Facility.
SUMMARY: On Friday, August 4th the HV AC system at the Police Department failed. Low-
volume household air conditioning units were brought in and placed at critical locations (911
Dispatch, Watch Commander, Records, and the Computer Center), while system diagnostics
took place. A temporary 300-ton AC unit was installed to replace the two failed compressors
and to cool the police facility for normal operations. The City has received a proposal from the
Trane Company of Rowland Heights, CA to provide and install the necessary and appropriate
equipment, piping, valves, etc to equip the police facility in a fashion to be fully compatible with
the ultimate Police Facility HV AC upgrade as shown in the 2006-2007 Capital Improvement
Plan.
Mr. Bob Von Schimmelmann, Public Works Street Division Manager, stated that the new unit
will fit in with the City's new energy control system. The City also has a standing contract with
Magnetic Electrical, so will not have to bid out for the concrete and electrical work.
Mayor pro tem Cavecche noted that the City does not have to bid this project because it is under
a General Services Agency contract.
Councilmember Smith commented that Trane Company will get all salvage rights; and it was
noted that the City does not receive a rebate for this. Councilrnember Smith also wanted to
ensure that this new unit was absolutely necessary.
Mr. Von Schimmelmann stated that the unit being replaced is the original unit for the Police
building and runs 24 hours a day, 7 days a week. There are internal cracks in the system and
can not be rebuilt.
Mr. John Sibley, City Manager, stated that the reason for the Special Meeting is there is an
opportunity to save approximately $20,000 if action is taken at this time; and the Council's
authority is needed on a project of this size.

Moved to authorize the Mayor and City Clerk to execute a contract with the Trane Company of
Rowland Heights, CA in the amount not to exceed $166,481, for the replacement and installation
of the existing chiller at the Orange Police Facility.

8. LEGAL AFFAIRS
8.1 RESOLUTION NO. 10117
A Resolution of the City Council of the City of Orange commending Gaddi Vasquez, a long time
resident of the City of Orange, for his dedication and service as the Director of the Peace Corps
and wishing him the City's very best as he is sworn in as the Ambassador of the United States of
America to the United Nations Agencies for Food and Agriculture on September 7,2006.

Moved to approve Resolution No. 10117; and authorize the City Manager to draft Resolution
No. 10117 on the City Council's behalf.
9. RECESS TO CLOSED SESSION
NOTE: The City Council did not recess to a Closed Session for the following purposes:
a. To consider and take possible action upon such other matters as are orally announced by the
City Attorney, City Manager, or City Council prior to such recess unless the motion to recess
indicates any of the matters will not be considered in Closed Session.
10. ADJOURNMENT - The City Council adjourned at 7:40 a.m.
The next Regular Council meeting is scheduled for September 12, 2006.
Declaration of Deputy City Clerk, Angelina Andrelus, declaring posting of City Council agenda
of a Special Meeting of August 28, 2006 at Orange Civic Center kiosk, Police facility at 1107
North Batavia, Shaffer Park; all of said locations being in the City of Orange and freely
accessible to members of the public at least 24 hours before commencement of said Special
meeting.
