OF AN ADJOURNED REGULAR MEETING April 18, 2006
The City Council of the City of Orange, California convened an Adjourned Regular Meeting at
5:00 p.m. on April 18, 2006 in the Weimer Room, 300 E. Chapman Avenue, Orange, California.

8.1 Proposed Fiscal Year 2006-07 Budget Revenues and Expenditures.
Mr. John Sibley, City Manager, provided an introduction to the Study Session. He reviewed the
proposed highlights and changes to the 2006-07 budget, noting a balanced budget was being
presented.
Highlights include - increased revenues, stabilized retirement rates, fiscal controls, holding the
line on new staff positions, transfers and contingencies, the opening of the new library, West
Orange development, new gymnasium and parks, new residential development, streets and
circulation improvements, a new Fire Station and Police Officer recruitment.
Ms. Leila Hoopii, Sr. Administrative Analyst, reviewed revenue projections, which is $84.4
million, an increase of 5.6% over the current fiscal year. Expenditures are at $84.4 million, an
increase of 5.5% over current fiscal year. She reviewed the Fund Balance summary.

Mayor Murphy noted that currently, on the Fund Balance Sheet for 2006-07, the estimated fund
balance at June 30, 2006 includes estimated Reserve and Unreserved funds, and the estimated
Fund Balance at June 30, 2007 does not. He suggested that these numbers be consistent to
provide clarity.
Mayor Murphy also thanked staff for their work on this proposed budget.
9. LEGAL AFFAIRS - None.
10. ADJOURNMENT - The City Council adjourned at 5:40 p.m.
Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an
Adjourned Regular Meeting of April 18,2006 at Orange Civic Center kiosk, Police Facility at 1107
North Batavia, and Shaffer Park; all of said locations being in the City of Orange and freely accessible
to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting.
