CITY COUNCIL MINUTES ORANGE, CALIFORNIA
OF AN ADJOURNED REGULAR MEETING March 21,2006
The City Council of the City of Orange, California convened an Adjourned Regular Meeting at
5:00 p.m. on March 21, 2006 in the Weimer Room, 300 E. Chapman Avenue, Orange,
California.

8.1 Proposed Mission Statements, Goals, Service Objectives, and Workplans by City
Department for Fiscal Year 2006-07.
Mr. John Sibley, City Manager, provided an introduction to the Study Session.
Police - Bob Gustafson reviewed the Goals and Workplans.
Chief Gustafson noted the Police Department is studying the possibility of constructing a
permanent Emergency Operations Center in the Police Building.
Councilmember Ambriz asked about graffiti taggers, the Police Department's interaction with
local schools, and suggested the need for an assessment of services in the community in the
event of a disaster, and the possibility of working with UNITY.

Chief Gustafson commented that the Police Department is working with the District Attorney's
Office on punishing graffiti offenders and are meeting with local students on this issue, noting
that Orange Police work with schools within the Orange City boundary.
Councilmember Dumitru asked the Police Chief to research a GIS interface with 911 providers.
Citv Attornev - David DeBerry reviewed the Goals and W orkplans.
Mayor pro tem Cavecche suggested an additional W orkplan to include mapping of group homes.
Councilmember Ambriz suggested utilizing student interns from the Chapman Law School.
Citv Clerk - Mary Murphy reviewed the Goals and W orkplans.
Finance - Rich Jacobs reviewed the Goals and Workplans.
Councilmember Dumitru wanted to ensure that the person delivering medical supplies to the Fire
Stations would not be carrying controlled drugs.
Mayor pro tem Cavecche commented on the Workplan regarding charging customers for the
convenience of paying by credit card on-line; noting that she wanted to ensure that the City
would not be making a profit on this service.
In response to Council questions, Mr. Jacobs indicated that the City only authorizes other
government entities to include information in utility bills.
Personnel- Steven Pham reviewed the Goals and W orkplans
Library - Nora Jacob reviewed the Goals and Workplans
Ms. Jacob indicated a correction to a Workplan - the Library Foundation to continue fundraising
efforts.
Councilmember Ambriz commented on the need to expand the El Modena Branch Library and
on notifying residents about the ability to access materials from Santiago Canyon College.

Fire - Vince Bonacker reviewed the Goals and Workplans.
Councilmember Dumitru asked about the future of the Fire training tower.
Chief Bonacker indicated that any information on the future of the training tower, which is
located in the City of Anaheim, is only conceptual at this time.
Councilmember Smith suggested the addition of Crisis Intervention in Emergency Services; and
suggested the Fire Department work with volunteer groups of social workers to assist families
during emergency situations.
Councilmember Ambriz suggested adding in 2005-06 Accomplishments, the efforts during the
recent fire emergency and the Fire Station Open Houses; and suggested the Fire Department
explore what other resources are available in the community during emergency situations.
Public Works - Gail Farber reviewed the Goals and Workplans
Councilmember Smith wanted to ensure that Quiet Zones were included in a Workplan; and
complimented staff on the responsiveness of the Graffiti Hotline.
Mayor pro tern Cavecche asked if City workers could be more aware of graffiti in the community
during their normal course of work so that it is reported in a more timely manner.
She also asked for a report back on the possibility of a program she has seen in another city
whereby residents can pay into a program, similar to the Paramedic Subscription progranl, so
that if a sewer problem occurs under a City street, but is part of the sewer lateral that is the
homeowner's responsibility, the City will perform the work rather than have the homeowner
contract with a plumber.
Mayor pro tern Cavecche also commented on the possibility of a multi jurisdictional traffic
synchronization program through OCT A
Community Development - Alice Angus reviewed the Goals and Workplans.
Councilmember Smith asked for a briefing on the NET Team at a future date. She asked about
the boundaries of the Santa Fe Depot Specific Plan and wanted to ensure that Public Works was
involved with the Depot Plan.
Ms. Angus indicated that as a starting point, the Santa Fe Depot Plan is bounded by Olive,
Batavia, Walnut and Palmyra.

Mayor pro tem Cavecche asked for a report back on a possible home improvement holiday
program, or home improvement amnesty program, whereby permit fees are waived for a certain
length of time on home improvement projects or homeowners can bring houses up to code
without fines.
City Manager indicated that a report on a Code Enforcement Task Force will be ready soon for
the Council.
Community Services - Bonnie Hagan reviewed the Goals and Workplans
In response to questions from Councilmember Dumitru, Ms. Hagan indicated staff is working
with the Girls Softball League to relocate them from EI Camino Park during renovation.
Councilmember Ambriz commented on the need for signs in other languages at the parks;
suggested staff work with other organizations with existing craft fairs rather than create a new
one; and suggested utilizing Channel 3 to promote youth activities.
In response to questions from Mayor pro tern Cavecche, Ms. Hagan indicated the Tustin Branch
Trail is now known as the Santiago Creek Bike Trail and that staff is trying to meet aggressive
deadlines for funding for the Trail.
Mayor pro tern Cavecche commented on the need for joint use programs with the School
District, especially in the West Orange area.
Councilmember Smith congratulated Ms. Hagan for her work as Interim Director.
Economic Development - Jim Reichert reviewed the Goals and Workplans
Councilmember Ambriz commented on the need to expand the West Chapman Avenue Program
to assist small business owners area wide; and the possibility of increasing the dollar limit for the
home improvement program.
City Manager - John Sibley reviewed the Goals and Workplans
Councilmembers thanked the City Manager for aggressive Workplans.

City Council - Councilmembers reviewed the Goals and Workplans
Councilmember Dumitru suggested utilizing the Trauma Intervention Program, which is a
neighbors helping neighbors program, while responding to community needs during emergency
cnses.
Mayor pro tern Cavecche wanted to ensure that the Council's Objectives and Workplans
included the Boarding House issue; and suggested adding a Workplan for the State required
Ethics Training for Councilmembers.
Councilmember Smith suggested adding a Workplan to include Coordinated Technology
Information Systems.
