The Orange Redevelopment Agency of the City of Orange, California convened on September
13,2005 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue,
Orange, California.

7. ADMINISTRATIVE REPORTS
7.1 First Amendment to Agreement No. AGR-4401 with Cotton/BridgesJAssociates, a Division
of P & D Consultants, to expand the scope of work and budget of the comprehensive General Plan to
include an Economic Development Element (Continued from Au{!ust 23. 2005) (RA2100.0 Agr-

SUMMARY: In January 2004, the City Council approved an agreement with
Cotton/Bridges/Associates to assist the City of Orange with a complete update of the City's 1989
General Plan. For the past 18 months, significant work has occurred on the project, including a
series of community meetings and the identification of Focus Areas where various land use
alternatives are being considered. As work has progressed, staff from the Community
Development and Economic Development Departments has concluded that a long-range
economic development strategy coordinated and integrated with the overall General Plan Update
would be of benefit to the City. Therefore, it is recommended that an Economic Development
Element be included in the updated General Plan.

Moved to appropriate $93,579 from the unreserved fund balance of the Northwest & Southwest
Merged 2003 Tax Exempt Bonds Fund to account 943-9800-485100-9801 (General Plan
Update) to fund an Economic Development Element and fiscal analysis as part of the General
Plan Update.
FISCAL IMP ACT: With the recommended budget appropriation, sufficient funds are available
for the First Amcndment to the Agreement for the General Plan Update.

9. RECESS TO CLOSED SESSION
NOTE: The Agency did not meet in Closed Session.

11.1 DISPOSITION AND DEVELOPMENT AGREEMENT BETWEEN THE
ORANGE REDEVELOPMENT AGENCY AND OLSON URBAN HOUSING, LLC.
RELATED TO THE SALE OF PROPERTY AND CONSTRUCTION OF AN 18-UNIT
TOWNHOME PROJECT LOCATED AT MANCHESTER PLACE AND COMPTON
AVENUE. (See related City Council Minutes Item No. 13.4 (RA2100.0 Agr-4753)
Time set for joint public hearing with the City Council to consider approving a Disposition and
Development Agreement betwecn the Orange Redcvelopment Agency and Olson Urban
Housing, LLC related to the sale of property and construction of an 18-unit townhome project
located at Manchester Place and Compton Avenue.

Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring postiug
of Orange Rcdevelopment Agency Agenda of a regular meeting of April 26, 2005 at Orange Civic
Center, City Clerk's Office, north facing kiosk, Police facility at 1107 North Batavia and Shaffer
Park; all of said locations being in the City of Orange and freely accessible to members of the
public at least 72 hours before commenccment of said regular meeting.
