Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT - ABSENT - Ambriz, Chairman Murphy, Coontz, Cavecche Alvarez 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Mary E. Murphy, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of September 28, 2004 at Orange Civic Center kiosk, Police facility at 1107 North Batavia, Shaffer Park; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting; and available at the Civic Center City Clerk's Office and Main Public Library at 101 N. Center Street. ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office of the City Clerk. 3.2 Request Agency confirmation of warrant registers dated September 9 and 16, 2004. ACTION: Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, September 14,2004. (RC2500.D.4) ACTION: Approved. ADMINISTRATIVE REPORTS 7.1 Report from the Acting Assistant Executive Director regarding adoption of a Commercial Rehabilitation Loan Program for the Orange Merged and Amended Redevelopment Project Area, and approval of a Commercial Rehabilitation Loan Agreement between the Orange Redevelopment Agency and Sybron Dental Specialties, Inc. (RA2100.0 AGR-4SS6) SUMMARY: Consider establishment of a Commercial Rehabilitation Loan Program for the Orange Merged and Amended Redevelopment Project Area. Also, consider a Commercial Rehabilitation Loan Agreement with Sybron Dental Specialties, Inc. to rehabilitate its facilities located at 1717 West Collins Avenue. Discussion - Jim Reichert, Acting Assistant Executive Director, provided a report; noting that the agreement is predicated on the existing sales tax laws. RESOLUTION NO. ORA-0436 A Resolution of the Orange Redevelopment Agency approving a Commercial Rehabilitation Loan Program for the Orange Merged and Amended Redevelopment Project Area. ORA-0437 A Resolution of the Orange Redevelopment Agency approving and authorizing the execution and delivery of a Commercial Rehabilitation Loan Agreement by and between the Orange Redevelopment Agency and Sybron Dental Specialties, Inc" relating to the rehabilitation of facilities located at 1717 West Collins Avenue, in the Orange Merged and Amended Project Area. MOTION - SECOND - AYES ABSENT - Murphy Coontz Ambriz, Chairman Murphy, Coontz, Cavecche Alvarez Moved to approve Resolution No. ORA-0437 FISCAL IMPACT: There is no fiscal impact for FY 04-05. Funds will be included in the CIP budget beginning FY 07-08 at $70,000 per year for fifteen (15) years in Account No. 942-9800- 485702-9211. The maximum total fiscal impact would be $1.05 million over 15 years. 8. LEGAL AFFAIRS - None. 9. RECESS TO CLOSED SESSION Note: The Agency did not recess. a. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of the Board of Directors prior to such recess unless the motion to recess indicates any of the matters will not be considered in Closed Session. 10.
