CITY COUNCIL MINUTES ORANGE, CALIFORNIA
OF AN ADJOURNED REGULAR MEETING March 23, 2004
The City Council of the City of Orange, California convened an Adjourned Regular Meeting at
3:00 p.m. in Conference Room C, 300 E. Chapman Avenue, Orange, California.

3. CONSENT CALENDAR
All items on the Consent Calendar are considered routine and are enacted by one motion
approving the recommended action listed on the Agenda. Any member of the City
Council, staff or the public may request an item be removed from the Consent Calendar
for discussion or separate action. Unless otherwise specified in the request to remove an
item from the Consent Calendar, all items removed shall be considered immediately
following action on the remaining items on the Consent Calendar.
3.1 Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council
Agenda of an Adjourned Regular Meeting of March 23, 2004 at the Orange Civic
Center north facing kiosk, Police Facility at 1107 North Batavia, and Shaffer Park;
all of said locations being in the City of Orange and freely accessible to members of
the public at least 72 hours before commencement of said Adjourned Regular
Meeting; and available at the Orange Civic Center City Clerk's Office and Main
Library at 101 N. Center Street.
ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a
public record in the Office of the City Clerk.

7. ADMINISTRATIVE REPORTS
7.1 Review aspects ofthe East Orange Development Plan.
Mr. Stan SooHoo, Assistant Community Development Director, reported this Study Session was
to review issues relating to Biology. He introduced Rob Hamilton, City-hired Biologist.
Tony Bonkamp, Glenn Lukos Associates, provided a summary of biological investigations for
East Orange. He reviewed the types of surveys in 2001, 2002 and 2003 and provided a chart for

Mr. Bonkamp reviewed a vegetation map, sensitive plants that have been found, the California
Gnatcatcher Survey, and surveys for sensitive birds, reptiles, amphibians, mammals and wildlife
movement throughout the area.
Mayor pro tern Cavecche asked about the mitigation for gnatcatchers.
Mr. Bonkamp reported there would be no active relocation, but rather passive relocation during
construction; and the mitigation is covered through the NCCP.
Mr. Art Homrighausen, LSA, reviewed surveys for Santiago Hills II, along with a vegetation
map, sensitive plant and species surveys and the Gnatcatcher survey.
Councilmember Alvarez asked about mitigation measures during construction.
Mr. Homrighausen noted it is their intent to reduce harm to any species and that all habitat that is
to be preserved, is preserved.
Councilmember Alvarez clarified the habitat is flushed out to start grading and once
development begins, the habitat will naturally relocate elsewhere in a new habitat.
Mr. Homrighausen pointed out that during the brush clearing phase, there are monitors in front
of the bulldozers ensuring that the habitat is out ofthe way.
Mr. Dan Miller, The Irvine Company, pointed out that outlying areas have been preserved to
create opportunities for habitat to migrate to; and will be able to support the habitat.

7. ADMINISTRATIVE REPORTS (Continued)
Councilmember Alvarez asked about the habitat near the proposed settling ponds.
It was reported that water quality features are separate from the mitigation area. The project was
designed so that each neighborhood would have a water quality feature that would cleanse the
urban pollution before it actually goes into the mitigation site. The mitigation site itself
reestablishes native habitat.
