Chapman Avenue, Orange, California. 3:00 P.M. STUDY SESSION 1. OPENING 1.2 PLEDGE OF ALLEGIANCE TO THE FLAG Led by Mayor Murphy 1.3 ROLL CALL PRESENT - Ambriz, Mayor Murphy, Coontz, Cavecche ABSENT - Alvarez (Note: Councilmember Alvarez arrived at 3:15 p.m.) 1.4 PRESENTATIONS/ ANNOUNCEMENTS/ INTRODUCTIONS - None. 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR All items on the Consent Calendar are considered routine and are enacted by one motion approving the recommended action listed on the Agenda. Any member of the City Council, staff or the public may request an item be removed from the Consent Calendar for discussion or separate action. Unless otherwise specified in the request to remove an item from the Consent Calendar, all items removed shall be considered immediately following action on the remaining items on the Consent Calendar. 3.1 Declaration of City Clerk, Mary E. Murphy, declaring posting of the City Council Agenda of an Adjourned Regular Meeting of January 27, 2004 at Orange Civic Center City Clerk's Office, north facing kiosk, Main Library at 101 N. Center Street, Police Facility at 1107 North Batavia, and Shaffer Park; all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a public record in the Office of the City Clerk. REPORTS FROM BOARDS, COMMITTEES, AND COMMISSIONS - None. 7. ADMINISTRATIVE REPORTS 7.1 Review aspects of the East Orange Development Plan. Mr. Stan SooHoo, Assistant Community Development Director, armounced the subject of this Study Session would relate to water quality and water run off issues. Mr. Dan Miller, The Irvine Company, was introduced. Mark Anderson, RBF, consultant, introduced the team of consultants working on water quality and run-off issues. Mr. Anderson provided a power point presentation. He reported they have received stakeholder input on Handy Creek, Irvine Regional Park drainage, Peters Canyon Reservoir and Jamboree Road protection. He reviewed the goals and objectives, which include matching existing peak flows to Handy Creek, no increase in peak storm flows to Irvine Regional Park, reducing sediment to Peters Canyon Reservoir and protecting Jamboree Road. He spoke on how these goals and objectives are achieved and showed maps of drainage patterns and water quality basins. Councilmember Coontz asked about Jamboree near Chapman which has always been a problem and has been closed down many times to traffic during rain storms and wanted to ensure this was being looked at. Mr. Anderson indicated this will be looked at in the detailed study, but noted they will not be able to let water of any significance be carried through that intersection. There is also a new storm drain being built in that area. Councilmember Coontz asked about the flow through Santiago Creek and what affect it would have on the rest of Santiago Creek in the City of Orange. Mr. Anderson indicated there will be no impact downstream at the Villa Park Dam. Mr. Doug Staley, Hunsaker & Associates, reviewed the water shed area and the conceptual drainage system, the conceptual canyon diversion plan and water quality basin locations for Areas 2 and 3 and the golf course; noting that the water shed area is approximately 64 square miles. Councilmember Coontz asked about riprap and if that was the only way being proposed to handle the slopes. PAGE 2 "_..__._----'--.-----~-~'--~~---_._..-- - CITY COUNCIL MINUTES Adjourned Regular Meeting January 27,2004 Mr. Staley indicated there are a menu of items that can be utilized to protect the slopes; the riprap is more of a generic placeholder at this time. Mayor pro tem Cavecche asked if the run-off management plan was not as extensive as the water quality program in Areas 2 and 3 because of the smaller amount of development in those areas; and was concerned about the type of water quality program in place at this location. Mr. Staley indicated the golf course will stand by itself and not take water from the development; and in response to further questions by Mayor pro tem Cavecche, indicated the oak trees are not part of the riparian and they are working with tree specialists to determine how much water needs to go, or not go, into the canyon. Councilmember Coontz asked about Handy Creek and if what is proposed was equal to what was proposed before; as some improvements did not work well in Santiago Hills I. Mayor Murphy noted the goal is to be as close to the existing condition as possible; and asked how that success is measured. Mr. Staley noted there is less than 1 % difference overall. Mayor pro tem Cavecche noted that was the amount of runoff, but with the introduction of cement, houses, car washes, etc, there is a need to be concerned about the water quality of the run off. Mr. Anderson agreed there is more water today because nothing was done in Santiago Hills I to mitigate it. But they are now looking at all storm conditions, trying to replicate each situation and threshold. He also noted there is a problem when residents in Orange Park Acres want to improve their backyards, because it creates more of a water run off problem. Councilmember Coontz noted this has always been a problem that needs to be addressed, as there are those who want to make improvements and those have to live with them; and the County has been responsible for this. There have also been basic intrinsic problems with the development of Jamboree Road. Mr. Anderson noted the County is aware of these issues and this same presentation will also be given to residents of Orange Park Acres; and they are proposing a diversion to eliminate problems with potential flooding of Jamboree. Councilmember Coontz wanted to ensure these proposals would take care of the problems and that it was not an intrinsic problem with Jamboree. Dr. Peter Mangarella, GeoSyntec Consultant, reviewed the Water Quality Plan, outlining the pollutants that are of concern and the multi-tiered approach to deal with them. He reviewed a map of the water quality basins and the proposed treatment train concepts; displayed a water quality basin flow diagram and the methods for a continuous deflection screening system. He noted this screening system is inspected and cleaned annually, and the cost is paid for by the Homeowners Association. Dr. Mangarella pointed out that the goal is to remain natural, but some slopes are planted. He then reviewed the concerns of irrigation control at the golf course. Dr. Mangarella concluded that this is a state of the art plan which meets or exceeds DAMP requirements and will meet all regulatory requirements. Councilmember Coontz asked about Irvine Lake, which was a very contentious issue with various agencies in the past and nothing really was accomplished with the previous General Plan; and where that aspect comes into this. Mr. Anderson noted their technical reports have all been reviewed with the Irvine Ranch Water District and the Serrano Water District and those agencies are satisfied with the analysis. Separate reports on Irvine Lake and Peters Canyon Reservoir have also been done. Councilmember Coontz asked about stabilization of Irvine Lake and if more information will be brought forward at a later date. Mr. Anderson noted the Lake will not be stabilized and there will be more detailed information in the future. Mayor pro tern Cavecche asked about the difference between the mitigated wetland and NTS. Mr. Anderson reported the wetlands are reestablished if damaged by erosion and new basins are created as mitigation basins. They are not allowed to dig up and maintain those every year, because once established, they have to be kept clean. However, they do go back in on a regular basis with the NTS. Councilmember Alvarez asked about the landfill and the slopes and how that plays into this. Mr. Anderson stated there is no run off from the landfill onto this development. 8.
