Chapman A venue, Orange, California. 7:00 P.M. Mayor Murphy announced the City of Orange had just been awarded a $9.13 million grant for the expansion of the Main Library. 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR All items on the Consent Calendar are considered routine and are enacted by one motion approving the recommended action listed on the Agenda. Any member of the City Council, staff or the public may request an item be removed from the Consent Calendar for discussion or separate action. Unless otherwise specified in the request to remove an item from the Consent Calendar, all items removed shall be considered immediately following action on the remaining items on the Consent Calendar. Center Street, Police facility at 1107 North Batavia, the Shaffer Park Bulletin Board, and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said Adjourned Regular Meeting. ACTION: Accepted Declaration of Agenda Posting and authorized its retention as a public record in the Office of the City Clerk. LEGAL AFFAIRS RESOLUTION NO. 9683 A Resolution ofthe City Council of the City of Orange, California, reciting the fact ofthe General Municipal Election held on November 5, 2002 declaring the result and such other matters as provided by Law. MOTION - Alvarez SECOND - Coontz AYES - Slater, Alvarez, Mayor Murphy, Coontz, Cavecche Moved to adopt Resolution No. 9683. 5. SPECIAL TRIBUTE TO COUNCILMEMBER DAN SLATER. Presentations: Certificate of Special Congressional Recognition from Christopher Cox, U.S. Representative 47th District and Ed Royce, Member of Congress, 39th District - presented by Congressman Ed Royce. State Assembly, Orange County Delegation, Resolution presented by Assemblymen Bill Campbell, Dick Ackerman and Assemblywoman Lynn Daucher. SPECIAL TRIBUTE TO COUNCILMEMBER DAN SLATER. (Continued) Mayor Murphy acknowledged Councilmember Slater's tireless efforts in terms of trees, open space and recreational trails; Mayor pro tern Alvarez acknowledged Councilmember Slater's work in Old Towne; and Councilmember Cavecche acknowledged Councilmember Slater's integrity and persistent passion for those causes he cared about. Councilmember Coontz noted that Councilmember Slater joined her in 1998 in working with Cal Trans and aCTA on the improvements to the 55 Freeway. It was an ongoing effort to work with those agencies for better communication with City staff, citizens, the business community and the school district to protect the City's interests. Together they worked on sound walls, major structures, traffic circulation and the problems with construction slowdowns. Councilmember Slater's specific interest was initiating landscaping at the freeway on-ramps and he was persistent in graffiti eradication. Because of all these efforts, Cal Trans and aCTA have become better agencies and will work with other cities in the future the same way they worked with Orange. Old Towne Preservation Association - presented by Bob Hitchcock Santiago Creek Greenway Alliance - presented by Arlen Craig Comments Councilmember Slater introduced and thanked Department Heads and members of the City Staff, stating it had been a pleasure to work with them over the past eight years; thanked his many friends and supporters who have been with him through his last three elections; and introduced his mother. Councilmember Slater gave the following remarks: Since I announced in August that I would not be running again, many people have told me how disappointed they were, and I said, well, it's not meant to be a career. It's hard to believe it has been eight years - which is 192 Council meetings. A lot has happened in this room during that time. There have been times when I thought the architects of this building really had foresight when they made this room round and padded. There have been heartaches along the way too, but I could go on and on for hours telling you about all the good things that were accomplished here. In the last eight years, City Hall has finally awakened to the fact that we're not a small town anymore and some of those steps have not been easy steps to take. City hall still has that hometown friendly attitude that reflects what Orange is all about. One of the reasons I'm stepping down is that I felt it was essential that the Council garner fresh blood and new ideas. And what's not important is that Dan Slater is on this Council. What is most important is that we elect people with honesty, integrity and character. I am so thrilled that my seat is being filled by such a person in Steve Ambriz. Steve told me he would make me proud and I have every confidence that he will. I saw the movie, The Emperor's Club, in which a teacher in an all boy's school makes it his passion to instill values and character in his students. He said, "Character sets your path in life. People who unselfishly give of themselves to better society and their community are people with character. " PAGE 3 I -~------_. CITY COUNCIL MINUTES Adjourned Regular Meeting 5. SPECIAL TRIBUTE TO COUNClLMEMBER DAN SLATER. (Continued) As I look around the room tonight, I see a room filled with people of character. I see people like Shirley Grindle, Marilyn Ganahl, Nancy Collins, Ann Seibert, Shannon Tucker, Tom Grockow. I could go on and on - people of character. Because of what they have given of themselves to this community, they have attained far more influence and respect and richer lives than anyone who thought that that comes by holding political office. In fact, one of the things we learned from 9-11 is that there are more important things in life than power, position or politics. You people tonight are the ones who will be remembered and will leave a positive and lasting legacy in Orange. You have my highest respect and admiration. Thank you for what you do for Orange. In a moment I will be stepping down from this dais, but to the extent of my abilities, I will be helping you in the pursuit of your causes and dreams for our city. Finally, thank you, citizens of Orange for giving me the opportunity to serve in this capacity the last eight years. It's been an experience I wouldn't trade for anything. 6. Cathcart, City Clerk to Councilmember-Elect Carolyn Cavecche Comments Councilmember Cavecche gave the following remarks. Councilmember Cavecche congratulated her oldest son William, who was not present, on being awarded his Second Class Rank in Boy Scouts; and thanked her family, her campaign manager, Rick and Nancy Collins, her prayer group and those who helped with her campaign. I am extremely grateful to the voters of Orange for the overwhelming response in this election to my candidacy. To those of you who ran, you know that campaigning is very hard work. But through all of that, I tried to remember why I was doing this one more time. I love the City of Orange and I love serving our community. Last year, when I was sworn in, I pledged to remember that it was truly the average citizen who put me in office, and really, all I want to do tonight is just to say that over the next four years, I will continue to remember that it is the people who make this City of Orange so special. I will always try to remember that I am your voice here at City Hall. Thank you very much for the privilege of serving. Mayor Murphy gave the following remarks: Thank you for this opportunity. I still wake up sometimes and can't quite believe that I. grt to be Mayor of my home town. But the real thanks goes to the citizens of Orange who give us all the opportunity to have just a small hand in where the City is going, because it's the citizenry that PAGE 4 --,--' CITY COUNCIL MINUTES Adjourned Regular Meeting 6. OATH OF OFFICE (Continued) really come forward and give us the ideas and the direction on where we need to go and what we need to do. I am so excited about where we are today and the strides we have made in the last couple of years. But certainly even more excited about where we stand to go in the future. The opportunities are extraordinary for the City of Orange right now, whether you look at parks or libraries or some of the things that have happened in the open space area for the surrounding areas for the City of Orange. We're still among the safest cities in the state above 100,000 people. We have wonderful public safety services and as mentioned earlier, a City staff that really goes out of its way to make sure to always remember that citizens are what the City is all about. It's a real privilege to get the chance to be able to say that I'm the Mayor of the City of Orange. It means a lot. I look forward to continued activities and continued energy within this City in terms of the citizenry and the projects we have going on here. And again, I can't say thank you enough for giving me the opportunity to be the Mayor and us the opportunity to be the Council in the City of Orange. I'm excited about the team we have up here moving forward and truly excited as well for what the future holds. The way things are going to be different and how we make a difference in this City is the team work we talked about before. I see representatives here from the School District. We need to work hard together because kids and education is part of what makes the city what it is today. I see representatives from State, County and Federal Governments. Thank you for your efforts. I promise we will try to hold up our end of the deal as well. I see representatives from the Community College District. We've had joint efforts there and I look forward to more of those as well. And thanks to our City staff and all the people that actually make us look good sitting up here because they're the faces that people talk to on the other end of the line and see when they come in for services, and that's what makes the City of Orange go.
