SESSION The Orange Redevelopment Agency of the City of Orange, California convened on March 26, 2002 at 4:30 p.m. in a Regular Meeting in the Council Chambers, 300 E. Chapman Avenue, Orange, California. 1. ROLLCALL PRESENT - Slater, Alvarez, Chairman Murphy, Coontz, Cavecche ABSENT - None 2. PUBLIC COMMENTS 3. CONSENT CALENDAR 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of March 26, 2002 at Orange Civic Center, Main Library at 101 N. Center Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting. ACTION: Accepted Deciaration of Agency Posting and authorized its retention as a public record in the Office of the City Clerk. 3.2 Request Agency confirmation of warrant registers dated March 7 and 14, 2002. ACTION: Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting, March 12, 2002. (RC2500.D.4) ACTION: Approved. REPORTS FROM EXECUTIVE DIRECTOR - None. 7. ADMINISTRATIVE REPORTS 7.1 Report from the Assistant Executive Director regarding appropriation of funds for the development of a six-unit affordable housing project. (C21S00.G.1.4) SUMMARY: In May 2000, the Redevelopment Agency acquired City-owned property that is north of La Veta Avenue between Olive Street and Lemon Street for the intended purpose of working with Orange Housing Development Corporation (OHDC) and the Rotary Club of Orange to develop an affordable rental housing project on the site. The project is currently in the design phase with construction anticipated to commence in Fall 2002. Due to the funding cycle for federal HOME housing grant funds, it is necessary for the City to appropriate the needed funds at this time. Director Coontz suggested combining issues that affect the Council and the Redevelopment Agency. MOTION - Cavecche SECOND - Slater AYES - Slater, Alvarez, Chairman Murphy, Coontz, Cavecche I. Adopted Resolution No. ORA-0407 A Resolution of the Orange Redevelopment Agency approving a Loan and Grant Agreement by and among the City of Orange, the Orange Redevelopment Agency and Orange Housing Development Corporation regarding property located north of La Veta Avenue between Olive Street and Lemon Street and making certain findings. 2. Directed the City Attorney's Office to prepare, approve, and execute the Loan and Grant Agreement by and among the City of Orange, the Orange Redevelopment Agency and OHDC. 3. Appropriated $403,319 in Housing Set-Aside funds to Account No. 921-9809-485701-9205 (Southwest Housing Set-Aside Development Loan) for the project. [Agency] 4. Committed $511,296 in federal HOME Investment Partnership Act funds as available Capital Outlay Development funds in Account No. 317-9660-485100-1250 for the project and transfer to Account No. 317-9660-485802-9205 (HOME Development Grant). [City] FISCAL IMP ACT: Housing Set-Aside funds and federal HOME funds are available for this purpose in the above listed accounts.
