Chapman Avenue, Orange, California. 4:30 P.M. SESSION 1. ROLLCALL PRESENT - Slater, Alvarez, Murphy, Coontz ABSENT - None 2. PUBLIC COMMENTS - None. 3. CONSENT CALENDAR 3.1 Declaration of the Clerk of the Orange Redevelopment Agency, Cassandra J. Cathcart, declaring posting of Orange Redevelopment Agency Agenda of a regular meeting of June 12, 2001 at Orange Civic Center, Main Library at 101 N. Center Street, Police facility at 1107 North Batavia, the Eisenhower Park Bulletin Board, and summarized on Time-Warner Communications, all of said locations being in the City of Orange and freely accessible to members of the public at least 72 hours before commencement of said regular meeting. ACTION: Accepted Declaration of Agency Posting and authorized its retention as a public record in the Office ofthe City Clerk. 3.2 Request Agency confirmation of warrant registers dated May 17, 24 and 31, 2001. ACTION: Approved. 3.3 Request approval of Redevelopment Agency Minutes, Regular Meeting May 22, 2001. ACTION: Approved. RESOLUTIONS (REMOVED AND HEARD SEPARATELY) 3.4 RESOLUTION NO. ORA-0393 TAPE 1372 (RA2100.0 AGR-3782) A Resolution of the Board of Directors of the Orange Redevelopment Agency approving and authorizing the execution of a Cooperation and Reimbursement Agreement by and between the City of Orange and the Orange Redevelopment Agency for the acquisition of a pedestrian easement in the Plaza Historic District. ORA-0394 (R3500.0) A Resolution of the Orange Redevelopment Agency reaffirming the previously adopted Preliminary Plans for the Southwest Original, Southwest Amendment No.1, Southwest Amendment No.2, Southwest Amendment No.3, Tustin Street Original, Tustin Street Amendment No. 1 and Northwest redevelopment project areas and commencing amendment and merger activities. (See City Council Minutes, Item No. 3.30) ACTION: Approved. ADMINISTRATIVE REPORTS TAPE 1397 7.1 Report by the Economic Development Director Adjustments to pass through payments for Fiscal Year 2000-2001. (R3500.0) SUMMARY: Pass through payments to the County of Orange (General Fund, Flood Control District, Harbors, Beaches and Parks), Orange Unified School District, County Department of Education, Rancho Santiago College District, Orange County Water District, County Sanitation District #2, Anaheim Elementary School District, Anaheim Union High School District, and Metropolitan Water District will be greater than previously budgeted due to increases in property tax increment received by the Agency. Director Coontz asked if these passthrough funds were used only for capital needs and if these funds were audited. The Assistant Executive Director agreed to provide this information to the Agency members. MOTION - Slater SECOND - Murphy AYES - Slater, Alvarez, Chairman Murphy, Coontz ACTION: Approved appropriation of $329,100 for additional pass through payments necessary due to an increase in tax increment received in the following project areas: $ 45,300 to Account No. 980-9801-465400 - Tustin Project Pass Through Expense $ 36, I 00 to Account No. 981-9811-465400 - Southwest Project Pass Through Expense $247,700 to Account No. 984-9821-465400 - Northwest Project Pass Through Expense FISCAL IMPACT: Sufficient funds are available in the three project area Debt Service Funds. 8. LEGAL AFFAIRS - None. 9. RECESS TO CLOSED SESSION - Agency did not recess. a. To consider and take possible action upon such other matters as are orally announced by the General Counsel, Executive Director of the Board of Directors prior to such recess unless the motion to recess indicates any of the matters will not be considered in Closed Session.
