CVC 40600(a)
Any peace officer who has successfully completed POST certified
Basic Collision Investigation course can issue a citation for a Vehicle
Code violation that was a factor in the cause of the collision.
A citation can be issued at the scene of the collision by the
investigating officer if they are 40600(a) qualified.
If the investigating officer is not 40600(a) qualified, any 40600(a)
qualified officer on duty can issue the citation at the investigating
officer’s request.
Check the “Accident” and “Not Committed in my Presence” boxes.
CVC 40600(a)
If there is no CVC 40600(a) qualified officer available at the time of
the investigation, the handling officer may request a citation be issued
in the narrative of the report.
The traffic officer will determine whether or not to issue the citation based
upon the amount of detail involved in the investigation and documented
in the report.
The investigating officer will testify about their collision investigation
and the Primary Collision Factor (PCF) violation if the citation is
contested.
CVC 40610(a)(1)
Any officer may issue a citation for VC 12500(a), 14601.1(a),
registration violations, or mechanical violations.
No CVC 40600(a) qualification is required.
If the officer feels a citation is necessary, it should be issued at the
scene.
For CVC 12500(a) violations:
Properly identify the driver.
Obtain a right thumb print.
Document any additional identifiers i.e., Tattoos, birthmarks, scars, etc.
CVC 20002(a)(1) –Hit and Run
Hit and run is a crime and should be investigated as one.
A PPA is required if the victim desires prosecution for a misdemeanor
hit and run and the suspect is located at the time of the investigation.
The suspect must be identified as the driver of the suspect vehicle by
victims and/or witnesses (In field show-up).
If the suspect is arrested, the arresting officer could C/R at the scene, C/R
at OPD or book into OCJ (Per Supervisor).
Conduct follow-up before clearing the call (area check for the
suspect/suspect vehicle, check the R/O address if local, check for video).
Documentation
When a suspect is arrested, the crash report must be completed in
Crossroads.
An arrest report and short form must be completed in FBR to
document the incident and arrest.
The FBR narrative can simply say: Suspect was involved in a hit and run
collision. See the collision report for details of the investigation.

If the suspect vehicle is located but the suspect is not, the suspect
vehicle can be towed per CVC 21655.5(a).
Gather evidence from the suspect vehicle at the scene during the
inventory search (airbag, DNA, identification, personal property).
Don’t forget to add a community care taking sentence to the
narrative.

Reports
Supervisors must approve an officer to hold any report if the report is not
submitted by the end of the work day.
Reports must be submitted by end of work week.
Rewrites should be submitted by end of the next work day.
Photographs must be downloaded to DIMS or evidence.com before the
report will be approved.
Erase titles and all headers and footers on the TC templates. Crossroads
populates them automatically.
PCF for DUI collisions is CVC 23152. The secondary factor is the violation that
caused the collision.
DUI TC’s require a SOBRIETY section detailing the objective symptoms of
intoxication observed by the officer investigating the collision.
