On April 22, 2020, Governor Gavin Newsom issued Executive Order N-54-20. The Order suspends time
limits for registration of motor vehicles and prohibits the storage of vehicles under certain circumstances.
Based on this Executive Order, effective immediately, Law Enforcement Officers are to adhere to the
following restrictions:
The provisions of CVC 4000(a)(1) and CVC 5204(a) regarding vehicle registration and the
displaying of said registration is suspended until June 30, 2020 for vehicles of which the
registration expired on or after March 4, 2020, but before June 30, 2020.
Vehicles with registration that expired between September 4, 2019 and January 1, 2020 are
exempt from storage pursuant to CVC 22651(o)(1)(a) – Excess of six months expired.
“Reasonable suspicion” to stop a vehicle based on the observation of expired registration tabs with
a date on or after March 4, 2020 and before June 30, 2020 does not exist under this Executive
Order.

All suspensions of enforcement expire on June 30, 2020.
Enforcement authority remains unchanged for vehicles with expired registrations or where the
license plate tabs displayed is before March 3, 2020.
The enforcement of an expired permit for temporary operation of a vehicle is suspended. This
pertains to expirations that occurred after March 4, 2020, or that occurred within 60 days of the
issuance of this Order, April 22, 2020.
Bottom Line:
Officers are required to abide by the above temporary suspensions established by Executive Order N-54-
20. The violations covered under this Order are not enforceable and do not provide reasonable suspicion
permitting a traffic stop.
